In order to comprehensively promote the digital transformation, in September and October this year, the General Office of Jiangsu Province successively issued the "Jiangsu Provincial E-Government Extranet Management Measures (Trial)" (hereinafter referred to as the "Measures") and the "Jiangsu Provincial Government Affairs "One Cloud" Construction Overall Plan (hereinafter referred to as the "Plan"). On the morning of December 1, the provincial government held a press conference to introduce the background, main content and implementation of the two documents.
Eliminate shortcomings and create a solid "digital foundation".
Zhang Wenhao, director of the Provincial Government Service Management Office, introduced that the e-government extranet of our province was completed and put into operation in 2017, connecting the national backbone network, horizontally connecting departments and units at all levels, and realizing full coverage of the province, city, county, township and villageMore than 260,000, more than 2,600 enterprises of various types, and 47 terminalsMore than 30,000 units, carrying more than 8,900 business applications.
In recent years, scientific decision-making, precise social governance, and efficient government services have been continuously improved and developed, as well as new technologies such as 5G, IPv6+, cloud computing, big data, and artificial intelligence have accelerated iterative evolution, which has put forward higher requirements for the support service capabilities and security operation management of government extranets.
To build a solid "digital foundation", our province actively promotes the construction of digital infrastructure such as government cloud, and basically realizes all new business systems to the cloud, and the orderly migration of existing business systems to the cloud, at present, the government cloud of our province has carried more than 7,300 business application systems, ensuring the safe operation of information systems at all levels and the orderly development of various business applications. However, there are still shortcomings in the top-level design, centralized investment, and intensive construction of the government cloud in our province, which restricts the effective integration of the government information system and the full sharing of data.
In this regard, the "Plan" clarifies the "one cloud" system architecture, construction layout and implementation path of the province's government affairs, adopts advanced technology, innovates the construction management model, fully integrates the existing government cloud resources at all levels and types, establishes the operation mechanism and resource scheduling system of physical separation, logical centralization and integrated management, and uniformly manages the province's cloud nodes, so as to comprehensively improve the intensive construction and management level of the province's government affairs cloud.
Coordinate efforts to establish a national benchmark for government affairs cloud
The plan aims to promote the high-quality construction of digital excellence in our province, and scientifically lays out the construction of government cloud infrastructure. Zhao Ming, deputy director of the Provincial Government Service Management Office, introduced that regarding the overall architecture layout of the province's government affairs "one cloud", our province adopts the "1+13" architecture layout of 1 provincial core node and 13 municipal backbone nodes, and the province has overall planning, hierarchical construction and unified management, and the provincial and municipal big data management departments have coordinated to promote the construction of the province's government affairs "one cloud". Among them, the provincial-level core nodes are mainly used to ensure the cloud resource needs of provincial-level departments and the province's government cloud disaster recovery and backup needs, and the 13 districted city backbone nodes are mainly used to ensure the cloud resource needs of municipal-level departments and counties (cities and districts), and at the same time, realize the unified management of resources in the province and the effective scheduling of important resources. In principle, in the future, departments and units at all levels will no longer build, expand, or lease cloud resources, and the existing self-built infrastructure will be naturally eliminated after the end of its life cycle, and the leased cloud resources will not be renewed after they expire.

Integration and innovation empower the needs of digital transformation
In order to comprehensively improve the service capacity of the government extranet and promote the implementation of the "Measures", our province has strengthened the construction and management of network infrastructure, focused on improving the standardization and standardization level of the e-government extranet, improved service capabilities, and empowered the province's digital transformation needs.
Zhang Wenhao introduced that our province will accelerate the construction of a new generation of e-government extranet in accordance with the guidance of the "Measures", through IPv6 iterative upgrade and large-scale deployment, and use IPv6+, AI and SDN and other related technologies to create a high-performance, large-capacity, wide-coverage fixed network and 5G mobile new plane, and comprehensively improve the carrying capacity, resource elastic expansion and business guarantee capabilities of the government extranet. Through the implementation of the "Measures" and the construction of a new generation of e-government extranet, we will strengthen the application of new technologies and the empowerment of emerging technologies, and create demonstration applications in the fields of emergency command and dispatch, major event support, big data application, and intelligent IoT sensing, so as to fully carry the work needs of digital transformation.
