On December 20, 2023, Asian Legal Business (ALB) officially announced its 2023 Top 15 IP Lawyers list. The list aims to present the top IP lawyers in China over the past 12 monthsHan Kun partner Luo Rui was named to the list for his outstanding performance.

Mr. Luo RuiHe is mainly engaged in intellectual property litigation and intellectual property-related anti-monopoly dispute resolution business, especially in handling complex and high-value intellectual property-related disputes involving multinational corporate clients.

Mr. Luo has extensive litigation experience in all areas of intellectual property, including patents, trademarks, copyrights, trade secrets, competition law, and antitrust. In more than 10 years of practice, Mr. Luo has represented clients in a large number of intellectual property disputes in all important intellectual property jurisdictions in China. With his deep understanding of China's intellectual property protection system, Mr. Luo has won many major cases before the Supreme People's Court and other important intellectual property courts, some of which have been selected as guiding cases by the courts.

He also has extensive experience in SEP licensing matters, representing many of the world's leading SEP implementers in negotiations and litigation with virtually all major SEP licensors. Mr. Luo has also been involved in a number of litigation cases involving the determination of licensing conditions for standard essential patents.

Benefiting from his technical education background, Mr. Luo has represented clients in a large number of high-value patent invalidation proceedings in the field of communications and semiconductors before the China National Intellectual Property Office.
