Should village cadres urge rural cooperative medical care? The thought of a **: Why so many people?
Preface. At this point, village committee members will be busy again, raising funds for the new rural cooperative medical care for farmers. But farmers are not happy about it. Many farmers are cutting back their NCMS contributions, complaining that the premiums are too high and the repayment rate is insufficient, and that it will be zero this year. This raises the question: why do village cadres always insist on participating in medical insurance? A villager told the real reason for the incident. In this regard, the author believes that it is not easy to answer this question, because it is related to the assessment indicators, the living conditions of the peasants, and the sense of responsibility of the leading cadres. Below, I will dissect them one by one.
b.Indicators and pressure exerted by village workers were evaluated.
Village cadres have their own goals, and if they fail to complete the work assigned by the above, they will be punished at least or dismissed. Therefore, in order to achieve the goals set by their superiors, they often have to come to their homes to do work, do exemplary work, and let them insist on participating in NCMS. This puts a lot of pressure on the members of the village-level organizations. On the other hand, if we are in the position of a rural cadre, this may be the case. For these villagers, they do so in a way that has both their own interests and the demands of their jobs.
Farmers' living environment and time limit.
In rural areas, the payment time for NCMS is shorter. Because some peasant households have to go to other places to do business or work in the fields, they cannot meet the village cadres within the agreed time limit. This is also why the people of the village come several times, but they may not be able to see them. In addition, members of the two village committees should also give lectures to the village committees on some of the five-guarantee households and severely disabled people who enjoy the preferential treatment of the NCMS, so that they can enjoy the preferential treatment of the NCMS in the following year. In view of this particular situation, the repeated admonitions of the villagers' committee seem to be more understandable.
Responsibilities of village cadres and social risks.
Many rural cadres do have a certain responsibility, and they are afraid that if they do not participate in the new rural cooperative medical care, they will be hospitalized if they fall ill"Poverty due to illness", or simply"Waiver**"。Although the new rural cooperative medical system cannot fully compensate rural households for their medical expenses, it can compensate them to a certain extent, thereby reducing the economic pressure on rural households. If the farmer is in"NCMS", then in the event of a major illness, they are likely to not be able to afford their own medical expenses, which can have a big impact. For this reason, in order to ensure the health of the peasants and prolong the average life expectancy of the peasants, the two village committees decided to go into the peasants' homes and persuade them to persist in participating in the NCMS.
Summary & Personal Experience:
From the perspectives of peasant households and rural cadres, we can see the reasons for the reduction of the insurance participation rate of peasant households, the economic burden, and the suspicion of the compensation rate. In addition, from the perspectives of assessment pressure, time pressure, concern for farmers' physical condition and sense of responsibility, the way of urging is also reasonable. As for what to do, I thought it would be possible to do it :
First of all, the state should further improve the new rural cooperative medical system to make it more closely related to the income level of rural households, so as to reduce the financial pressure on rural households. Second, it is necessary to strengthen the popularization of health knowledge among rural residents, so that they can realize the advantages of the new rural construction projects and enhance their participation and acceptance. At the same time, the state should also formulate relevant policies to provide appropriate incentives and support to members of village-level organizations, so as to enhance their enthusiasm and effectiveness in work.
In general, the compulsory collection of new rural cooperative medical care in towns and towns has not only had a certain impact on rural residents, but also affected the health and social stability of rural residents to a certain extent. It is necessary to strengthen the tripartite ties between the first party, village cadres, and peasant households, and study countermeasures to promote the continuous development of China's rural health undertakings. Only in this way can we fully ensure the health of farmers and enhance their happiness and satisfaction.
