Negotiators from 198 parties gathered in Dubai for the first "global stocktake" of the Paris Agreement and a consensus on a decision to "scale up climate action in the last decade".

On 13 December, representatives of 198 Parties reached the UAE Consensus through the "Global Stocktake", proposing to set 15 of the warming targets are controlled within the achievable range.
The UAE Consensus calls on countries to achieve a transition away from fossil fuels in their energy systems in a just, orderly and equitable manner, and highlights accelerating action to achieve science-based net-zero emissions by 2050 in the most critical decade of the last decade, and encourages parties to submit economy-wide NDCs.
The UAE Consensus also proposes a new target of tripling renewable energy generation capacity and doubling energy efficiency by 2030. In addition, it is necessary to accelerate the process of "phasing down" coal power generation, accelerate the development of carbon capture and carbon sequestration technologies, etc., to help hard-to-abate industries achieve their targets and significantly reduce methane emissions.
In addition to the "global stocktake", a number of climate agreements were reached during the two-week meeting.
For too long, the climate crisis has borne the brunt of the impact on developing countries and climate-vulnerable regions. Last year, the Loss and Damage** approved at COP27 in Sharm el-Sheikh, Egypt, was officially launched at COP28.

Keeping promises and deepening cooperation – China actively tackles climate change
China has actively and steadily promoted the work of carbon peak and carbon neutrality, unswervingly followed the path of green, low-carbon and sustainable development, and achieved positive progress and good results. Especially in the field of energy transition, in the past four or five years, China's new energy installed capacity, power generation and new energy investment have ranked first in the world. In 2022, China accounted for 45% of the world's new wind power and photovoltaic installations6% and 485%, almost half of the world's new energy installed capacity is in China.
At COP28, the UAE's mainstream ** Federal Daily affirmed China's achievements in the field of renewable energy development in recent years, and praised China's important contribution to global climate change mitigation. "Accelerating the development of non-fossil energy, especially renewable energy, is a prerequisite for energy transition, and China has made great contributions to the development of global renewable energy while vigorously developing domestic renewable energy, and we will continue to make our greatest efforts in the future. In the context of global warming, extreme weather and climate events are becoming more frequent, and there is an increasing need for early warning systems. During COP28, Bi Guigui, deputy director of the China Meteorological Administration, said in an interview that the China Meteorological Administration actively promotes the improvement of the construction of a global data sharing system for the integration of space and earth, shares Fengyun satellite data with international users through a variety of channels, and improves the coordination ability of global monitoring. By 2023, the number of countries and regions covered by data services will increase to 129. At the same time, it also released the emergency support mechanism for disaster prevention and mitigation for international users of Fengyun satellite, under the command of the mechanism, in the past five years, Fengyun meteorological satellite has cooperated with other international mechanisms to provide more than 140 emergency services for more than 50 "Belt and Road" countries.
