Recently, the National Energy Administration, the Ministry of Ecology and Environment, and the Ministry of Agriculture and Rural Affairs jointly issued a notice, and after local declaration, expert assessment and departmental review, it was determined that Weichang County in Hebei Province, Fushan County in Shanxi Province, Kulunqi in Inner Mongolia Autonomous Region, Jiaohe City in Jilin Province, Liyang City in Jiangsu Province, Anji County in Zhejiang Province, Changfeng County in Anhui Province, Yunxiao County in Fujian Province, Wendeng District in Shandong Province, Tanghe County in Henan Province, Tianmen City in Hubei Province, Yuanling County in Hunan Province, Binyang County in Guangxi Zhuang Autonomous Region, Kangding City in Sichuan Province, 15 counties (cities, districts, and banners) including Chengcheng County in Shaanxi Province have been included in the list of the first batch of rural energy revolution pilot counties, and the construction of rural energy revolution pilot counties has been launched nationwide.

Rural areas are rich in renewable energy resources such as wind, solar and biomass energy, which are important growth poles for implementing the goal of carbon peaking and vigorously developing new energy. The construction of rural energy revolution pilot counties is based on accelerating the clean and low-carbon transformation of rural energy and helping to achieve rural revitalization, focusing on four aspects: supply revolution, consumption revolution, technological revolution and institutional revolution, innovating the development and utilization mode of rural renewable energy according to local conditions, and exploring and promoting the level of energy security and clean substitution in rural areas to a new level.

The notice mainly puts forward three work requirements for the construction of this batch of pilot counties. First, the provinces (regions) where the pilot counties are located should strengthen organization and coordination, improve support and guarantee policies, and complete various construction tasks as scheduled. Second, according to the actual local situation, the pilot counties should innovate work ideas, actively explore and practice, and strive to form a new model of rural energy revolution that can be replicated, promoted and commercialized. The third is to strengthen project management, do a good job in the acceptance, approval, construction and other related work of pilot construction projects in accordance with laws and regulations, and give priority to determining the project development subject through market-oriented methods.
