Since its establishment in July 2022, Hunan Tourism Group has focused on the positioning of hotel catering, cultural tourism, convention and exhibition economy, life services, investment and financing, and the provincial liaison window in Hong Kong, strengthened the empowerment of party building, reform, digital, culture, and talents, and built an "ecosystem" of the tourism industry chain integrating food, housing, transportation, travel, shopping, entertainment and life services, and bravely served as the "chain master" and "splendid Xiaoxiang" of Hunan's cultural and tourism industry It is the vanguard of the all-for-one tourism industry and helps build a first-class comprehensive cultural tourism industry group in China. From January to November 2023, the Group achieved a cumulative operating income of 198.3 billion yuan, an increase of 5 percent year-on-year1.3 billion yuan, an increase of 349%, and the cumulative total realized profit is 02.3 billion yuan, a year-on-year decrease of 49.7 billion yuan, with a loss reduction of 1049%, achieving a historic turnaround.

Strengthen the empowerment of party building and build an integrated enterprise.

Hunan Tourism Group gives full play to the unique advantages of party building of state-owned enterprises, adheres to high-quality party building to lead and ensure the high-quality development of enterprises, transforms the political advantages of state-owned enterprises into development advantages, and strives to build an enterprise with deep integration of party building and operation.

Grasp the direction of learning. Thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, carry out education on the theme of studying and implementing the ideology of socialism with Chinese characteristics in the new era, strictly implement the study of the Party committee's theoretical study center group and the "first topic" system, organize and hold themed reading classes, training courses for Party organization secretaries and Party workers, and training courses for Party activists, so as to promote the in-depth advancement of political learning.

Grasp the grassroots and lay the foundation. Solidly promote the construction of the "five modernizations" of standardization of branch settings, normalization of organizational life, refinement of management services, systematization of work systems, and standardization of position construction, continuously carry out special rectification work, normalize the investigation and rectification of weak and sloppy grassroots party organizations, and strive to enhance the political function of grassroots party organizations and enhance organizational strength. Held a work conference on strengthening the construction of work style, and issued the "Ten Leading" and "Ten Strict Prohibitions" Regulations on Strengthening the Construction of Work Style of Tourism Groups", and paid close attention to the supervision and implementation, so as to provide guarantee for enterprises to improve quality and efficiency.

Grasp the integration to improve efficiency. In accordance with the "6231" short-, medium- and long-term key work and annual key project arrangement, we will implement 104 "Secretaries Union Project" and implement the "12713" deep integration project of party building and operation, that is, the establishment of 1 party member service corps, 20 party member commandos, 70 party member service teams, 100 party member demonstration posts, and 300 party member responsibility areas, so as to substantially promote the deep integration of party building work and business work. Sunshine Hotel, Huatian Hotel and other enterprises have implemented voluntary services to effectively play the vanguard and exemplary role of each party member and the role of each grassroots party branch as a fighting fortress. From January to September, the hotel business revenue was 72.6 billion yuan, an increase of 1 year-on-year9.8 billion yuan, an increase of 374%, the housekeeping department of Jinyuan Sunshine Hotel won the title of "National Youth Civilization".

Strengthen reform and empowerment to build innovative enterprises.

Focusing on the new round of deepening and upgrading of state-owned enterprise reform, Hunan Tourism Group accelerates the optimization of the layout and structure of the state-owned economy, improves the corporate governance mechanism, innovates product research and development, and strives to build an innovative enterprise.

Improve corporate governance. The group and the second-level important subsidiaries have formulated a list of pre-discussion items for the party committee;The group and its subsidiaries at all levels have formulated the implementation measures of the "three major and one large" decision-making system. The "List of Decision-making Matters of the Party Committee of Hunan Tourism Group" was formulated, which further clarified the boundaries of the powers and responsibilities of the Party committee, the board of directors and the managers, and improved the scope, content and process of decision-making of each governance body. Focusing on multiple dimensions such as enterprise operation risk, investment project risk, financial management risk, operation management risk, and legal risk, 137 systems were issued. Establish 21 boards of directors, improve the board of directors system, realize that the board of directors should be built, and fully standardize the operation of the board of directors. Carried out the creation of demonstration enterprises for deepening the corporate governance of state-owned enterprises, and 59 enterprises investigated and sorted out 162 problems, all of which were rectified in place.

Reform of institutional structures. Promote the "three determinations" of 10 subsidiaries, strictly control the staffing and number of institutions, reduce the number of management personnel from 384 to 327, and reduce the number of institutions from 70 to 59. 179 managers implement the tenure system and contract management, and the contract rate is 9721%。Deepen the reform of the market-oriented selection and employment mechanism, and 55 enterprises have established a system of competitive recruitment of management personnel, accounting for 9016%;Accelerate the pace of reduction of legal persons, adopt "supervision every week, dispatch every two weeks, and summary every month", and complete the reduction of 44 enterprise legal persons. Implement the special action of "eliminating all sources of loss", dig deep into the potential of benefits, and reduce 23 loss-making enterprises.

Innovate the management mechanism. The construction of a centralized procurement platform for tourism groups, 702 kinds of centralized procurement materials on the shelves, 89 registered subsidiaries of the group, 47 first-class merchants, saving 9.1 million yuan, and a comprehensive cost reduction rate of 1017%。Focusing on core indicators such as total profit and single-room income, we continued to implement the reform of hotel human resource costs, carried out market-oriented reform of catering, identified Hunan Huatian Hotel, Xiaoxiang Huatian Hotel and Jinyuan Sunshine Hotel as pilot reforms, and introduced social catering brands such as "Fuyue Fugu".

Strengthen digital empowerment and build a smart enterprise.

Hunan Tourism Group firmly grasps the important engine of digital transformation, promotes the digital management, service and product research and development of the cultural tourism industry, and empowers the high-quality development of the cultural tourism industry with digitalization.

Highlight planning and guidance. A special plan for digital transformation has been formulated, focusing on the construction of the province's cultural and tourism industry digitalization leading area, the provincial enterprise governance digital model area, and the province's cultural and tourism industry digitalization pilot area, focusing on digital scenic spots, digital hotels, digital venues, digital **, platform construction, large membership system, etc., to promote the digital integration and development of the five major industries of hotel catering, cultural tourism, life services, convention and exhibition economy, tourism and commerce, focus on the transformation from resource-driven to digital-driven, and realize the digitalization of management and operation, the ecology of the industrial system, and the transformation of management and operation data. Agility of user services and digitalization of product innovation. It is planned that by 2025, 1 2 digital benchmark enterprises for cultural tourism and nationally renowned digital economy reserve listed enterprises will be cultivated.

Highlight the construction of the platform. It has built a digital marketing platform of "One Code Pass" (accompanied by Hunan travel), launched 12 major sectors such as catering and food, hotels and homestays, and travel services, and launched more than 500 products. We will build a digital platform for intangible cultural heritage, complete the digital protection and utilization project of cultural relics in the collection of Hunan Xiang Embroidery Museum, and actively promote the comprehensive service platform of digital management and digital marketing of Hunan embroidery production. Invested 30 million yuan to set up Hunan Provincial Smart Cultural Tourism Science and Technology Co., Ltd. to launch the Hunan Smart Cultural Tourism Command and Dispatch Platform and "Youxiang Tour" Service Platform, covering 525 scenic spots with 3A-level and above resources in the province, 24,020 hotels, 20 performing arts repertoire, 40 cultural and creative stores, 50 Wentu Museums and 40 tourist routes, and gradually realize the core operation function of "10 seconds to find a room, 20 seconds to enter the park, and 30 seconds to check-in".

Highlight demonstration applications. Layout a number of new forms of digital cultural tourism, create smart hotels and smart properties, Huatian Hotel introduced voice-controlled intelligent home, completed the construction of model rooms and passed the acceptance;Sunshine Hotel has launched Huake Smart Cloud System, Huake Accommodation Early Warning System, Songqiu Marketing Management System, Hetai Procurement Chain Cost Control System, Delivery Robot, etc., to start intelligent construction in the whole process of accommodation and catering cost control, so as to achieve comfort, convenience and refinement, and improve service quality while reducing costs and increasing efficiency.

Strengthen cultural empowerment and create a harmonious enterprise.

Hunan Tourism Group comprehensively strengthens the construction of corporate culture, enhances the cohesion, combat effectiveness and vitality of the enterprise, and promotes the healthy development of the enterprise with the power of culture.

Enrich the culture of employees. Improve the establishment of group trade unions, youth league committees, women's working committees and other mass organizations, carry out cultural and sports activities that the masses of employees like to see, unite people's hearts and inspire morale. Organized the "Huatian Cup" staff basketball game and the first Huatian Hotel staff "Huanzhou Run" competition, participated in the first Hunan Migrant Workers Games and won the second prize of the group. The badminton team of the tourism group won the third place in the 9th badminton "Nonferrous Group Cup" of the provincial SASAC systemEmployees were selected to participate in the third quarter of the "Brand Strong Enterprise" reading sharing meeting of the Provincial State-owned Assets Supervision and Administration Commission's "Hongli Strong Enterprise and Bright Era" and won the crown.

Make good use of the red culture. Make use of the abundant red resources in the province to carry out revolutionary traditional education nearby. In order to carry forward the revolutionary spirit and inherit the red gene, more than 120 middle-level managers and party members of the headquarters of the group were organized to go to the Changsha History Museum of the Communist Party of China to carry out revolutionary traditional education. The grassroots party organizations carried out 83 party spirit exercises in red education bases such as the former residence of ***, the former residence of Yang Kaihui, the former residence of **, and the Lei Feng Memorial Hall.

Jointly build a culture of integrity. We will further promote the construction of clean tourism, carry out the "three in" activities of clean culture, and let the clean atmosphere enter enterprises, teams and hotels. Sang the "trilogy" of clean and honest family units, distributed 1,286 copies of the "Family Proposal for Helping Integrity", held clean family meetings, and filled in 173 family record forms. Innovate and carry out the "building a clean state-owned enterprise to empower reform and development" party style and clean government education week activities, play a clean and honest "seven ones" combination punch, organize a special study, carry out a case analysis, teach a class on clean political parties, hold a symposium on helping integrity, visit a warning education base, open a propaganda column, a clean government education film, so that party members and cadres know awe, guard against fear, abide by the bottom line, and always maintain the true character of integrity.

Strengthen the empowerment of talents and build an efficient enterprise.

Hunan Tourism Group adheres to the principle of party management of cadres and talents, implements the strategy of strengthening the enterprise with talents, does a solid job in "gathering, cultivating and using talents", establishes a long-term mechanism for breeding, selection and management, and injects fresh water into the development and growth of the enterprise.

Pay attention to gathering talents. Scientifically formulate the "14th Five-Year Plan" special plan for human resources, improve the preferential policies for the introduction of special talents, and strive to build a talent team in the five core industries of cultural tourism, hotel catering, life services, exhibition economy, and tourism and commerce. Establish a talent pool of masters such as Hunan embroidery, Hunan cuisine, and arts and crafts, and build a "reservoir" of talents in hotel tourism, cultural exhibitions, life services, and investment and financing. The group system recruited 710 new talents of all kinds, and the open recruitment rate was 100%.

Pay attention to cultivating talents. Strengthen daily education and learning, carry out "going out" and "please come in" research and training, invite more than 10 industry experts to carry out special lectures on accounting, brand promotion, cultural tourism industry, etc., and train 500 people. 173 candidates for the "four batches" were cultivated, and 98 "four types of cadres" were accurately identified. Explore the construction of "talent station" and "talent reserve" platforms, and plan to build a "scenic spot operation talent pool" of 100 people, a "smart tourism talent pool" of 100 people, a "hotel management talent pool" of 100 people, and a "life service talent pool" of 500 people.

Pay attention to the use of talents. Adhere to the principle of "suitable people and posts, and make the best use of their abilities", build a talent entrepreneurship platform, improve the talent use mechanism, broaden the growth space of talents, and build a strong "three teams" of entrepreneurs, technical backbones, and craftsmen and technicians, so as to provide strong talent support and intellectual guarantee for the construction of a national first-class cultural and tourism enterprise. Since the establishment of the group, 30 outstanding cadres have been promoted and further employed, 6 Yingpei program personnel have been selected to sink to the subsidiary for practical training, 8 outstanding cadres have been selected to participate in rural revitalization in the village, and 10 outstanding talents have been selected and sent to the higher-level competent departments to learn from them, so as to sharpen their will, accumulate experience and increase their talents in practice.
