Mr. Yi from Yantan Town, Dahua Yao Autonomous County, Hechi City, has two "wives", one is his ex-wife who disappeared after a few months of registered marriage, and the other is his current wife who has lived together for 24 years. In order to revoke the marriage registration information with his ex-wife, he tossed for three years, but there was no way to ask for help because he could not find this person. Recently, Mr. Yi sought help from the Southern Morning Post. At present, the Dahua County Civil Affairs Bureau has received the materials submitted by Mr. Yi, and the relevant departments will intervene in the investigation and deal with it.

The woman wanted to sue for divorce, but found that there was no marriage registration information

In 1997, Mr. Yi and "Huang Lijuan", a woman from Guigang who had not known each other for a long time, registered their marriage at the Civil Affairs Office of Yantan Town, and "Huang Lijuan" ran away from home a few months later and was never heard from again. In December 1999, Mr. Yi and his current wife, Ms. Tang, went to the Yantan Town Civil Affairs Office to register their marriage and successfully obtained the marriage certificate. After getting married, Ms. Tang moved her household registration from Du'an Yao Autonomous County to Yantan Town, Dahua County.

A few years later, Mr. Yi and Ms. Tang went to Nanning to develop, and there was a conflict between the two of them. Ms. Tang wanted to sue for divorce, but found that the marriage registration department only had the registration information of Mr. Yi and his ex-wife "Huang Lijuan", and did not have their marriage registration information.

The ex-wife "found no such person" and was blocked when revoking the marriage registration information

In order to revoke the marriage registration information with his ex-wife, in 2020, Mr. Yi found the location of "Huang Lijuan's" household registration according to the information in the marriage file, but found that there was no such person. In September of the same year, the Qiaowei Police Station of the Guigang Municipal Public Security Bureau also issued him a certificate that "no such person has been found".

Subsequently, he submitted materials to the Gangnan District People's Court of Guigang City and the Dahua County People's Court, respectively, wanting to sue "Huang Lijuan", but the court rejected them on the grounds that after checking the Guigang City Population Business Information System and household registration base archives, no personal information about "Huang Lijuan" was found, and it did not meet the conditions for acceptance.

The court dismissed Mr. Yi's lawsuit on the grounds that "no such person was found". Photo courtesy of the interviewee.

In November 2020, Mr. Yi reported the situation to the Dahua County Civil Affairs Bureau, hoping that the civil affairs department could help revoke the erroneous marriage registration information, but the Dahua Civil Affairs Department said that it could not handle it.

Marriages registered with false certificates can be annulled, and the relevant authorities have intervened in the investigation

In December 2023, Mr. Yi called Nanguo Morning Post News** (News**: 0771-5690127 Reporting email: [email protected]) for help.

The reporter of Nanguo Morning Post contacted the Dahua County Civil Affairs Bureau, and the relevant person in charge said that the town's civil affairs office at that time was handwritten to register and apply for a marriage certificate, and there was no network, so the possibility of errors and omissions could not be ruled out. Since the end of 2021, in accordance with the Guiding Opinions on Properly Handling the Issue of Marriage Registration by Impersonation or Fraud, jointly issued by the Supreme People's Court, the Supreme People's Procuratorate, the Ministry of Civil Affairs, and the Ministry of Public Security in 2021 According to the spirit of the document, if Mr. Yi was deceived or registered with false documents at the time of marriage registration, the procuratorate and the court can intervene in the investigation and then issue a relevant judicial recommendation, and the civil affairs department will revoke it in accordance with the relevant procedures after receiving the judicial recommendation. Since 2021, the bureau has helped 12 couples straighten out their marital relationships or supplement and complete relevant file registration information.

On December 22, the reporter learned from the Dahua County Civil Affairs Bureau that Mr. Yi had submitted the relevant information to the Dahua County Civil Affairs Bureau, and the Dahua County Procuratorate and Dahua County Court and other relevant departments had intervened in the investigation.
