The views of the owners are mainly divided into two categories: some owners believe that the delivery staff can ride in to deliver the food faster, and it is also convenient for the delivery staff to deliver the food;Some owners believe that there are many elderly people and children in the community, and the delivery man rides "on a rampage", which has a lot of potential safety hazards.
Some communities require takeaways and couriers to register real and valid identity documents when entering the community, and they can only enter after verification. At the entrance of the first Xiyue Tianhai Community in Licang District, the security personnel have an information registration form in their hands, and the takeaway personnel entering the community need to register their names, mobile phone numbers, delivery addresses and other information.
In October this year, when Zhang Chao, a delivery person, was "turned away" by the mini program when he delivered food in the first phase of Vanke Blue Mountain Community in Shibei District, and the takeaway was delivered overtime. "To register on the applet, the process is very cumbersome, you need to fill in the mobile phone number, get the verification code, enter the reason for registration, name, and take a picture of your own front**and takeaway**, a set of processes takes several minutes. A property officer told reporters that the reason why the delivery staff was required to register their information was because they were worried that some criminals would disguise themselves as delivery workers to enter the community. The reporter saw on a number of e-commerce platforms that many stores were selling takeaway work clothes from Meituan and Ele.me, ranging from 20 yuan to 80 yuan.
Does the utility company have the right to prohibit takeaway vehicles from entering?The reporter learned from the Municipal Urban Administration Bureau that the "Qingdao Property Management Regulations" does not stipulate whether the delivery person can ride into the community, and the community can be implemented in accordance with the property service contract or adjusted according to the needs of the owner.
Liu Xiaohan, a lawyer from Shandong Deheng Law Firm, said that according to Articles 285, 937 and 942 of the Civil Code of the People's Republic of China, property service enterprises or other managers provide environmental sanitation and related order management and maintenance services for owners in accordance with the provisions of the property service contract according to the entrustment of the owners. If there is no relevant provision in the property service contract, the property has no right to make its own rules and regulations to prohibit takeaway vehicles from entering the community.
The interests of the community are fundamentally the interests of the owners, and the takeaway into the community is for the interests of the owners, and at the same time, the owners have the authority to evaluate the delivery staff. In order to make food delivery more convenient, some cities have launched useful explorations.
Some cities work "hardware". For communities that require identity registration, delivery workers can enter without registration with a certificate, which effectively improves the efficiency of traffic.
Some cities have also adopted technical means to provide "all-round assistance" for delivery workers. In July this year, Tianjin Binhai New Area launched the self-developed "Riding Code Entry" APP, which can standardize rider behavior from identity authentication, speed reminders, track monitoring, illegal parking and other aspects. Riders can apply for a pass with their ID card and occupation certificate, and enter the delivery after scanning the community venue code. Riders must ride at a speed of less than 15 kilometers per hour in the community and ride according to the planned route. If the rider is speeding instantaneously, the rider will receive a reminder from the app, and behaviors such as continuous speeding, riding not according to the prescribed route, and evading monitoring will be suspended.
Delivery time is related to the safety and rights of every delivery person, and delivery platforms need to continuously optimize the delivery experience of riders. The reporter learned from Meituan that when riders encounter some abnormal scenes, such as: elevator difficulties during peak hours, and the community does not allow electric vehicles to enter, the platform will identify and predict the occurrence of such abnormal scenes from the perspective of orders, and make riders more comfortable to deliver meals through the method of "single stoppage time + system correction".At the same time, the platform will identify the delivery difficulty of the delivery address based on historical data, and provide time supplement for scenarios such as the rider contacting users, walking, detouring and other elevators, and giving a more reasonable delivery time.
Workers in new forms of employment need more care. According to the characteristics of workers in the new employment form, the Shibei District Federation of Trade Unions has established the Federation of Trade Unions in the logistics express delivery and takeaway industry to provide business skills training, free legal aid, mental health guidance and other services, so that the new employment workers have a stronger backing.
Opening up the distance of hundreds of meters from the entrance of the community to the hands of consumers not only involves the delivery interests of the delivery staff, but also the convenience interests of the owners, as well as the order and safety interests of the community, and it is necessary to design solutions on the basis of taking into account and balancing these interests.
