On December 3, 2023, the 31st Institute of the Third Academy of China Aerospace Science and Industry celebrated its 66th birthday. 66 years ago, at the initiative of Qian Xuesen, the former Ramjet Engine Research Laboratory of the Fifth Academy of the Ministry of National Defense (the predecessor of the 31st Institute) came into being, obeyed the call of the motherland, and opened up the new China aviation power industry. Over the past 45 years of reform and opening up, generations of cadres and workers of the 31 institutes have adhered to the principle of promoting development through reform, upholding integrity and innovation, and continuing to struggle, contributing a solid driving force to the dream of aerospace and the dream of strengthening the army.
Strengthen the army and sharpen the sword and be the vanguardIn the early days of the founding of the People's Republic of China, there was no time to wait. The first-generation scientific research personnel of the 31 institutes heeded the call of the motherland and resolutely embarked on the road of innovation and development in the cause of flying missile power, and made many achievements that were the first in the history of China's national defense equipment and filled the gaps in important fields. On November 23, 1960, China's first ramjet engine test piece "341" ignition test was successful, and the development of China's ramjet engine opened a new chapter. In 1984, the YJ-1 anti-ship missile successfully completed various flight tests, marking China's mastery of ramjet engine technology, and at that time there were very few countries that achieved this achievement. On October 1, 1984, the YJ-8 anti-ship missile made a majestic appearance at the military parade to celebrate the 35th anniversary of the founding of the People's Republic of China, and won the international reputation of "China's Flying Fish" and "Linglong Generation". Since then, China's flight missiles have entered the spring of miniaturization and serial development, and the serial development of solid rocket engines of 31 institutes has also embarked on a new journey. In 1999, at the military parade celebrating the 50th anniversary of the founding of the People's Republic of China, the YJ-83 anti-ship missile attracted attention. This is China's first flight missile equipped with a domestic turbojet engine, which also reflects the scientific research achievements of the 31st Institute. On October 1, 2009, at the military parade to celebrate the 60th anniversary of the founding of the People's Republic of China, the new cruise missile squadron drove through Tiananmen Square, and the turbofan engine developed by 31 was the source of power for the model, making another milestone breakthrough in the history of China's flight power development. In 2018, the digital flexible intelligent manufacturing production line of "high-end CNC machine tools and basic manufacturing equipment" national science and technology major project (04 project) was officially put into batch production.
In recent years, multi-type aerospace power plant from scratch, from drawings to prototypes, and then to testing, production, in the military parade again and again, 31 power equipment by the state and the people review, more than 10 independently developed general aviation and special power equipment appeared in Zhuhai Air Show and other well-known exhibitions, multi-type product technology to fill the gap in the domestic field, the market prospect is broad. Looking back on the brilliant achievements, Ling Wenhui, director of the 31st Institute, said that the 31st Institute started with the development of stamping power products, and the power products have gradually realized engineering and serialization, which are at the leading level in China, and have cast countless strong "hearts" for the large family of flying missiles. At the same time, focusing on the technological development trend and the strategic needs of national defense, the 31st Institute continued to promote the world's cutting-edge power technology such as combination, pre-cooling, and detonation, and forged a path of independent and courageous power development. From stamping to exploring the sea, the 31st Institute has gradually developed into an international aviation and aerospace power technology research institute with a relatively complete range of power categories, involving stamping, turbine, rocket, combination and other engine fields, integrating research, design, trial production, production and testing, and establishing a complete innovation and development and production system for flight missiles and aerospace flight power technology. At present, the 31st Institute is the largest R&D and production unit of ramjet engine and bomb turbine engine in China, has a national key laboratory and a world-class air-breathing engine test base, and has won more than 300 national, provincial and ministerial awards, including 3 special prizes and 8 first prizes of the National Science and Technology Progress Award, and 2 special prizes of the National Defense Science and Technology Progress Award. Red heritage boosts developmentIn the new journey of building a space power, the 31 party committees have always adhered to maintaining a high degree of consistency with the world, focusing on transforming organizational strength into combat effectiveness, and promoting the deep integration of party building work and central work. High-quality party building leads high-quality development. The party building work of the 31 institutes closely focuses on the goals, tasks and development needs, applies the learned theories and ideological methods to solve practical problems, learns, understands and implements the party's innovative theories, actively seeks methods and strategies to solve problems and difficulties, absorbs the wisdom of overcoming difficulties, and strengthens the roots and souls of the high-quality development of the enterprise. In 2023, 31 party committees will actively carry out education on the theme of learning Xi implementing the socialist ideology with Chinese characteristics in the new era, solidly open reading classes, conduct in-depth investigation and research at the grassroots level, rectify and rectify the accounts, and promote the completion of tasks and high-quality development.
Party building and joint construction build a solid foundation for cooperation. With party building and co-construction as an important starting point, 31 institutes have carried out co-construction activities with user representatives, overall units, advanced party branches inside and outside the hospital, outsourcing units, well-known universities and first-class departments, strengthened in-depth exchanges and cooperation, and achieved the goals of accelerating the development progress of multi-type new equipment, developing the test service market, and enhancing the influence of the industry through joint research and development, and effectively achieved the red engine to promote the high-quality development of the aerospace power industry, which was highly recognized by the party group of the group company and the party committee of the three academies. The 31 Party committees attach great importance to cultural inheritance, and hold activities such as power science popularization, power cultural landmark check-in, and "Power Color" grassroots cultural display on important festivals such as "China Aerospace Day" and "July 1st".Based on the test scene of the YJ-8 missile, a commemorative sculpture was established to carry forward and inherit the spirit of "hard work, truth-seeking, dedication, and selflessness", and nourish the thriving aviation industry in China.
The party building work is promoted to serve the people's livelihood. The 31 party committees have always adhered to the normalized and long-term implementation of the project list of "I do practical things for the masses", attached great importance to solving the problems of the masses, made every effort to protect the physical and mental health of employees, and continuously improved the quality of services in clothing, food, housing, transportation, and medical care, so as to effectively improve the happiness, sense of gain and satisfaction of employees. Wang Jixing, Secretary of the Party Committee of the 31st Institute, emphasized that the party building work has played a vital leading role in the all-round progress of the 31st Institute. Focusing on the frontier of the world's power technology and the major needs of the country, the 31 institutes have overcome difficulties and are not afraid of challenges, continue to grow and develop in the industrial scale, and continue to innovate and surpass in the technical level. The institute has established an aerospace power plant manufacturing system for domestic high-end equipment, laying a solid foundation for the independent and large-scale manufacturing of flight equipment. Joint manufacturing improves the quality and efficiency of R&D. 31 institutes actively promote the joint R&D model of all enterprises, and continue to "collide with sparks" with domestic equipment manufacturing enterprises from the multi-dimensional perspective of "demand traction, R&D partners, equipment forgers, and cluster operators", which is evaluated by superiors as a new system of "user-led, enterprise-oriented, clear responsibility, incentive strengthening, and result-oriented". Institutional reform guarantees innovative mechanisms. 31 institutes actively seek benefits from reform and management. Since 2019, in order to adapt to the new situation of scientific research and production tasks and stimulate endogenous power, 31 party committees have carried out the reform of the "majority ministry system", integrated and improved relevant institutions, successfully explored the operation mode of the division system with unified responsibilities and rights, and comprehensively improved the quality control level and overall R&D efficiency of various types of power devices. Innovation brings new opportunities. 31 The first domestic digital flexible production line for the integral impeller and casing of the bomb turbine engine has fully verified the reliability, applicability and stability of domestic CNC machine tools and CNC systems through the development and production of a number of key model products. On this basis, 31 institutes were selected into the list of world-class specialized, special and new demonstration enterprises, as the leading unit, an original technology source received key support, and the subordinate units were selected as national specialized, special and new "little giant" enterprises. Leading progress and serving the societyIn coordinating economic construction and national defense construction, national defense and military industrial units have an unshirkable responsibility. Serving the national strategy and serving national defense construction is the original intention of 31 Institute. In the past 66 years, the 31st Institute has not only made important contributions to the modernization of national defense, but also actively played a leading role in promoting economic and social development with aerospace power technology. The R&D, testing and production of aerospace power plants are the main industries of the 31 institutes. Through years of intensive cultivation and with the strong support of relevant localities, 31 institutes have formed a new development pattern of "one main, two wings and N center", with Beijing R&D and first-class research and development, aerospace power test base and Suzhou aerospace power intelligent manufacturing base as the two wings, Luzhou pre-cooled engine technology center, Shaanxi aerospace power research institute combined engine research and development center as supplements.
The Suzhou production line serves the economy of the Yangtze River Delta region. In the Suzhou Aerospace Power Intelligent Manufacturing Base, digital transformation is in full swing, promoting the interconnection of multiple places with the Suzhou production line as the center, and helping the coordinated and high-quality development of aerospace power in multiple regions. A number of intelligent manufacturing projects represented by Suzhou digital factory and first-class production line have been fully put into use to promote the leapfrog increase in production capacity. The light of power lights up the Olympic flame. In addition to serving the intelligent manufacturing industry, the 31 Institute also actively "cross-border linkage" with world-class sports events such as the Olympic Games and the Universiade, and has become a behind-the-scenes hero to show China's style. In the 2008 Beijing Olympic Games, 31 institutes overcame global problems and helped the torch burn stably on the top of Mount Everest. At the 2022 Beijing Winter Olympics, 31 institutes helped to achieve the first robotic underwater torch relay in the history of the Olympic Games, and the environmental protection level of the torch reached a new height. In the 2023 Chengdu Universiade, 31 institutes will undertake the task of torch development and do a good job in technical service support. The scientists have innovatively used a series of technologies to ensure the reliability, cleanliness and aesthetics of the flare burning, as well as the best possible visual effect.
Power achievements are applied in multiple fields. In the future, the 31 institutes will focus on five major industrial sectors, including advanced aerospace power, missile power, unmanned aerial vehicle and general aviation power, new energy power and power technology services, and make full use of the three business capabilities of data-driven intelligent design, agile flexible manufacturing and platform test verification, and move forward bravely on the road to building a world-class aerospace power technology research institute, and promote the early completion of a manufacturing power, a quality power, a space power, and a digital China.
