At the county level, trade unions can also make a difference. Back in 2005, after experiencing the work experience of the Forestry Bureau, the Propaganda Department and other positions, Liu Yan was transferred to the Lintao County Federation of Trade Unions.

Lintao County, belonging to Dingxi City, Gansu Province, is named after the Tao River in its territory. As a region that was once dominated by agriculture, what can the union do?After a period of research and thinking, Liu Yan realized that although there are some difficult "hard bones", through the improvement of the trade union organization system and operation mechanism, the trade union will definitely become a "home for workers" trusted by the masses of workers.

By exploring the operation law of grassroots trade union organizations in the new era, Liu Yan actively promoted the improvement of the trade union organization system and operation mechanism, established the federation of trade unions in all 18 townships and towns in the county, and carried out a large-scale adjustment and redivision of the affiliation of the county's grassroots trade unions, and rebuilt the grassroots trade union organization system.

In view of the characteristics of "many, small, miscellaneous and scattered" emerging economic entities in local towns and towns, Liu Yan explored the establishment of joint trade unions of "territorial union, hierarchical coverage, network alliance and cross coverage", and comprehensively established small and micro enterprise joint trade unions in 18 townships and towns, and community small and micro enterprise joint trade unions in 12 communities in Taoyang Town.

In accordance with the idea of "resource integration, point to area, and classified policy", Lintao County has solved the problem of difficulty in establishing and joining small and micro enterprises, new employment form group organizations, non-public organizations, and social organizations according to local conditions, and established 542 grassroots trade union organizations such as independent trade unions, joint trade unions, and trade union federations, covering 1,266 legal entities and 41,424 members. At the same time, a total of 35 trade union organizations in the field of new business have been established, with 3,634 members.

In order to improve the work ability of grassroots trade union cadres, in 2018, Liu Yan took the initiative to ask Ying to compile "exclusive" guidance materials suitable for the work of local grassroots trade unions. After more than 3 years of hard work, a book covering 6 chapters, 28 chapters, saving 240,000 words, covering functions and responsibilities, organizational construction, democratic management, rights and interests protection, skill improvement, financial review, etc., has been successfully completed.

Today, this book has become a "pocket book" and "work book" for grassroots trade union cadres in Lintao County.

Strengthen the new brand of trade union work.

Thanks to the timely help and care of the trade union, it has brought warmth and hope to our family. In July this year, Mr. Bian, who retired less than half a year after being retired in Xiaji Town, Lintao County, died in an accident, his two children were in college, and his wife was working as a farmer at home, and the family was in trouble for a while. After Liu Yan heard the news, she immediately sent a one-time death mutual aid fund of 120,000 yuan to her family in accordance with the relevant provisions of the employee mutual security project.

The county-level trade unions are facing many difficulties in terms of personnel, funds, venues, etc., but Liu Yan and her colleagues are keeping a close eye on the new tasks and new requirements of the trade union work in the new era, innovating the service concept, normalizing the work of cadres and workers in life assistance, medical treatment, visits and condolences, etc., and striving to convey the warmth of the trade union organization to the hearts of the majority of employees.

In 2021, Dingxi City will fully implement the work of mutual medical assistance and security for employees, which is a livelihood project that benefits the majority of employees, and is also a work brand to strengthen the service function of county-level trade unions and carry out inclusive services for trade unions.

Subsequently, Liu Yan drafted the "Lintao County Federation of Trade Unions' Plan for Doing a Good Job in Mutual Medical Security for Employees in 2022", and went deep into various towns and enterprises to publicize it. Under her active promotion, 165 units in the county 1560,000 employees have participated in mutual insurance, and so far 1,714 employees have been reimbursed 216 in claims930,000 yuan.

The opening of the childcare class for employees solves the problem of unsupervised children in some dual-income families, and allows children to gain something in the summer, which is an effective measure for the trade union to listen to the voice of employees and solve the problems of urgency, hardship and longing for employees, and also increases the confidence and motivation of Liu Yan to lead the general cadres and employees of Lintao County to vigorously promote the inclusive services required by more employees.

For three consecutive years, Lintao County has listed the construction of post stations, workers' homes, workers' books, workers' children's care classes and other service positions as one of the ten practical things set up by employees, and has built a total of 25 outdoor workers' stations, 6 truck drivers' homes, 23 workers' homes, 20 workers' books, 5 mother and child lounges, and 2 workers' children's care classes, so as to convey the warmth of the trade union organization to the hearts of the majority of employees and workers.

Since the beginning of this year, Liu Yan has actively explored the effective path and way of inclusive services in accordance with the idea of "trade union leading, intermediary services, and employees benefiting", and cooperated to build "New Era Regional Shared Staff Reading City", "Employee Psychological Counseling and Health Service Center", "Employee Medical and Health Service Center" and other inclusive service pilot work, so that the service position of the trade union has become a county-level trade union brand in the new era.
