What is etomidate?
Etomidate is a water-insoluble, white powdery substance with sedative-hypnotic activity and a short-acting anesthetic. Some criminals make it into drug substitutes such as "cigarette powder" and "e-liquid" and add it to the sale of e-cigarettes. Article 347Smuggling, selling, transporting, and manufacturing narcotics, regardless of the quantity, shall be investigated for criminal responsibility and punished.
Whoever smuggles, sells, transports, or manufactures narcotics in any of the following circumstances shall be sentenced to 15 years imprisonment, life imprisonment or death, and shall also be sentenced to confiscation of property
1) Smuggling, selling, transporting, or manufacturing more than 1 kilogram of opium, ** or more than 50 grams of methamphetamine, or other drugs in large quantities;
2) Ringleaders of drug smuggling, trafficking, transporting, and manufacturing syndicates;
3) Armed cover for smuggling, trafficking, transporting, or manufacturing narcotics;
4) Violently resisting inspection, detention, or arrest, where the circumstances are serious;
5) Participating in organized international drug trafficking activities.
Whoever smuggles, sells, transports, or manufactures more than 200 grams of opium but less than 1 kilogram, or between 10 grams and 50 grams of methamphetamine, or other drugs in relatively large quantities, is to be sentenced to fixed-term imprisonment of not less than seven years and shall also be fined.
Whoever smuggles, sells, transports, or manufactures less than 200 grams of opium, **, or less than 10 grams of methamphetamine, or other small amounts of narcotics, shall be sentenced to fixed-term imprisonment of not more than three years, short-term detention or controlled release, and shall also be fined;where the circumstances are serious, a sentence of between three and seven years imprisonment and a concurrent fine is to be given.
Where a unit commits the crimes in paragraphs 2, 3, or 4, the unit is to be fined, and the directly responsible managers and other directly responsible personnel are to be punished in accordance with the provisions of those paragraphs.
Those who use or instigate minors to smuggle, sell, transport, or manufacture drugs, or to give minors drugs, are to be given a heavier punishment.

Whoever compels others to ingest or inject drugs is to be sentenced to fixed-term imprisonment of not less than three years but not more than ten years and a concurrent fine.
Those who entice, instigate, deceive, or compel minors to ingest or inject drugs are to be given a heavier punishment.
Article 354Those who allow others to ingest or inject drugs are to be sentenced to up to three years imprisonment, short-term detention or controlled release, and a concurrent fine.
Article 355Persons engaged in the production, transportation, management, or use of state-controlled substances or psychotropic substances in violation of state regulations by providing persons who consume or inject drugs with substances or psychotropic substances that are controlled by state regulations and can cause addiction shall be sentenced to fixed-term imprisonment of not more than three years or short-term detention and shall also be fined;where the circumstances are serious, a sentence of between three and seven years imprisonment and a concurrent fine is to be given. Whoever provides criminals who smuggle or sell drugs, or who, for the purpose of making profits, provide drugs that can cause addiction and psychotropic substances that are controlled by the state and are controlled by the state, shall be convicted and punished in accordance with the provisions of article 347 of this Law.
2. Law of the People's Republic of China on Public Security Administration Punishments

Article 73Those who instigate, entice, or deceive others into ingesting or injecting drugs are to be detained for between 10 and 15 days and fined between 500 and 2,000 RMB.
