In this regard, Li Chao, deputy director and spokesman of the Political Research Office of the National Development and Reform Commission, said that in recent years, China's new energy industry has developed rapidly, and a large number of new energy equipment such as wind power and photovoltaic have been used, which has played an important role in promoting green development and helping to achieve the "double carbon" goal. China attaches great importance to the recycling of retired new energy equipment, and some power generation enterprises, equipment production enterprises, and first-class utilization enterprises actively explore the recycling technology and application scenarios of retired wind power and photovoltaic equipment, and have accumulated certain experience and achieved some results. Practice has proved that the efficient recycling of retired wind power and photovoltaic equipment can not only reduce land occupation and environmental pollution, but also turn waste into treasure, and the use of metal, glass and other renewable resources in these equipment is an important measure to realize the green and low-carbon circular development of wind power and photovoltaic industry chain.
Li Chao said that at present, there are still many problems in technology, economic benefits, and business models to promote the efficient recycling of retired wind power and photovoltaic equipment. In order to open up the last link of the green and low-carbon circular development of the wind power and photovoltaic industry chain, in August this year, the National Development and Reform Commission and relevant departments issued the "Guiding Opinions on Promoting the Recycling of Retired Wind Power and Photovoltaic Equipment", which clearly proposed to promote green design, establish and improve the responsibility mechanism for the disposal of retired equipment, improve the equipment system, strengthen the ability to recycle resources, steadily promote equipment remanufacturing, standardize the harmless disposal of solid waste, and deploy and accelerate the construction of a first-class utilization system for wind power and photovoltaic equipment.
In the next step, the National Development and Reform Commission will continue to implement the tasks specified in the "Guiding Opinions" with relevant departments, make precise efforts in scientific and technological innovation, financial support, and cultivation models, and solve the difficult and blocking problems that restrict the efficient recycling of retired wind power and photovoltaic equipment. Focus on the "three strengthenings":
First, strengthen scientific and technological innovation. It will promote the research and development of recycling technology for retired wind power and photovoltaic equipment into the relevant key projects of the national key research and development plan, carry out key and difficult technical research such as high-value utilization of retired wind power and photovoltaic equipment, and promote the application of advanced technology at the same time.
The second is to strengthen financial support. It will coordinate existing funding channels, increase support for the construction of key projects for the recycling of retired wind power and photovoltaic equipment, and guide financial institutions to provide financing facilities for eligible retired wind power and photovoltaic equipment recycling projects.
The third is to strengthen the cultivation of models. Combined with the layout of wind power and photovoltaic equipment, we will support the construction of wind power and photovoltaic equipment recycling industry clusters in key areas, and explore regional collaborative utilization models.
