Ukraine**Zelensky recently conducted a joint interview with seven Asian countries**, in which he made clear Ukraine's position. He said that as long as Russian troops do not retreat from Ukrainian territory, there will be no ceasefire in Ukraine and no negotiations will take place. He stressed that the signing of any agreement with Russia will only "freeze" the conflict in its current state. This "freeze on the conflict" is similar to the "38th parallel" model between North and South Korea, in which no peace agreement or political treaty has been reached despite the cessation of the exchange of fire, so the two sides can resume conflict at any time. Zelensky also appealed to China during the interview. "I very much hope that China will be more actively involved in the peace process in Ukraine," he said. We started with ambassadorial-level talks with China, and I specifically assigned the Chief of Staff to meet with ambassadors from a number of countries, including China. China also participated in the peace plan meeting in Saudi Arabia, and I hope that China will send representatives to the next meeting. "China has significant influence over Russia, and I believe that China can exert significant influence over Russia in terms of respect for territorial integrity, because China itself has been pushing for this," he added.

At the same time, I also hope that China will not provide any form of military assistance to Russia, not only limited to equipment, but also any technology that may be used for military purposes. "To sum up, Zelensky made three main demands in his appeal to China. First of all, he hopes that China will send representatives to the next peace summit in Ukraine. Two summits have been held, one in Jeddah, Saudi Arabia, and the other in Malta, hosted by Ukraine. China sent its special representative for Eurasian affairs, Li Hui, to the first summit, but not in the second summit. There may be two reasons for China's selective participation. First, China may believe that the current stage of the peace process in Ukraine is not suitable for sending representatives to the summit again, or that China has other more important international affairs to deal with. Second, China may want to show its support for Ukraine through selective engagement, while also maintaining some flexibility in putting pressure on Russia. Whatever the reason, China's participation in the process of peaceful settlement of the Ukraine issue is of great significance to promoting peace and stability in Ukraine.

Ukraine hopes that China will be able to exert influence on Russia's withdrawal of troops and refrain from providing military assistance to Russia in order to push for further breakthroughs in the peace process. We believe that with the joint efforts of the international community, the Ukraine issue can finally be properly resolved and regional peace and stability can be achieved. In the past few years, the Ukrainian issue has been the focus of attention of the international community, and recently Ukrainian Zelensky proposed a peace plan to resolve the conflict between Russia and Ukraine, which has attracted widespread attention from the international community. Against this background, the Jeddah and Malta summits have become hot topics on the Ukrainian issue. From the Jeddah summit, we can see China's attitude and position on the Ukraine issue. Although the Chinese side attended the meeting, the Chinese side did not explicitly express its support for the Ukraine plan. This is because the peace plan is not in line with our neutrality. We believe that the Ukrainian issue should be resolved through dialogue and negotiation by both sides, rather than by unilateral tough actions. Therefore, when we go to the Jeddah summit, it can be regarded as quite a face-saving situation for Ukraine. And if the Ukrainian side does not make some adjustments, our chances of participating in the next peace summit may not be great.

In addition, there are countries that hope that China can put pressure on Russia to withdraw its troops. However, we believe that this is unrealistic. Although China has a lot of influence over Russia, as long as we maintain a neutral stance, it is impossible to put pressure on Russia on the Ukraine issue. Even if we put pressure on Russia, Russia is unlikely to succumb. Russia is a country with a national character, and the more pressure is put on it, the more intense its ** becomes. In fact, before the Ukraine problem erupted, Russia was far more dependent on the West than on China. But the comprehensive sanctions of the West did not bring Russia to its knees. Therefore, we believe that a stable and good Sino-Russian relationship plays the role of a "safety valve". As soon as Russia sees itself isolated by both the West and China, the Kremlin will probably really resort to a "last resort" to solve the problem – tactical nuclear ** may then be put on the table. Finally, there are also countries that want China not to provide Russia with any military equipment and technical assistance. In our view, this is unreasonable. Cooperation between China and Russia is in the common interests of both countries.

Our cooperation will not only help promote the economic development of the two countries, but also help maintain regional peace and stability. Of course, we also attach great importance to the national sovereignty and territorial integrity of Ukraine, and we will not make any decisions and actions that will affect Ukraine. In general, the Ukrainian issue is a complex issue that requires the joint efforts of all parties to solve it. China has always advocated resolving this issue through dialogue and negotiation, and we will not take unilateral actions to interfere in the internal affairs of other countries. We will continue to play a neutral role in assisting the parties to resolve this issue through peaceful means. From many perspectives, China's performance in the Russia-Ukraine conflict is not as rumored to be. First, China has not provided any military assistance to Russia, which even the United States and the European Union acknowledge. Secondly, in the normal ** between China and Russia, we will inevitably export some dual-use products and technologies to Russia, such as chips and drones. If it is strictly in accordance with the requirements of Ukraine, then we cannot export any chips and drones to Russia, which is obviously impossible.

In fact, there is already a lot of evidence that the drones used by Russia on the front line contain a large number of components produced in Western countries, and even Zelensky himself has made a statement about it, but none of this is useful. On the other hand, China has imposed export controls on some high-performance UAVs and related parts in July this year, which shows that China has made contributions to actively promoting international peace and stability. At the same time, Zelensky's three demands on China are not new. After the phone call between the heads of state of China and Ukraine in April this year, China has done a lot of work to promote the ceasefire and peace talks between Russia and Ukraine, but after all, China is only a mediator and can do only so much. If Russia and Ukraine, the two parties involved in the conflict, do not make decisive adjustments, then the conflict between Russia and Ukraine may continue for a long time. China is also very aware of this, so we will continue to play an active mediation role to find solutions to the difficult problems between Russia and Ukraine. It should be pointed out that the relationship between China and Russia is a normal economic and trade cooperation relationship between countries and should not be politicized. Against this backdrop, China will not make decisions that are unfavorable to its own interests due to external pressure.

China has always advocated the settlement of international disputes through peaceful means such as dialogue, consultation and cooperation, which is also our consistent position and action.
