It was learned from the experience exchange meeting on the coordinated development of primary health care in Beijing-Tianjin-Hebei held a few days ago that the health departments of Beijing, Tianjin and Hebei gathered in Shijiazhuang to sign the "Framework Agreement on the Coordinated Development of Primary Health Care in Beijing-Tianjin-Hebei" to jointly promote the high-quality coordinated development of primary health in Beijing, Tianjin and Hebei.
The signing of the framework agreement provides an important platform for the normalization of cooperation and exchanges in primary health care in the three places. How will the three places co-operate in the future?
According to the framework agreement, in terms of basic public health services, the three places will promote mutual recognition of the health records of residents of the inflow population, and primary medical and health institutions will provide basic public health services for the inflow population in accordance with the relevant requirements of the national basic public health service standards, so as to improve the equalization of basic public health services in the three places. Establish a resource bank of primary health experts in the three regions, and be responsible for the construction of community hospitals in the three places, the provision of high-quality services at the grassroots level, the evaluation of basic public health service projects, and the capacity improvement training of general practitioners. Promote the construction of characteristic outpatient services in the three places, create a work exchange system, exchange and promote the experience and typical examples of the creation of characteristic outpatient clinics, and promote the expansion of characteristic outpatient services in the primary medical and health institutions in the three places. The three places will establish a system of Xi exchange of learning, and do a good job in the training of grassroots health management personnel and improve the scientific management level of grassroots medical and health institutions through various forms such as joint discussions, regular consultations, and mutual training of personnel to learn and Xi. In addition, we will strengthen the coordinated prevention and control of infectious diseases, and strengthen the sharing of information on epidemic prevention and control at the grassroots level in the event of a major public health emergency or infectious disease outbreak that spreads across regions.
In the next step, the Provincial Health Commission will take this signing as an opportunity to improve the cooperation mechanism for primary health work in the three provinces and cities, continue to expand the depth and breadth of coordinated development, accelerate the equalization of the allocation of high-quality primary medical and health resources, medical service levels and basic public health services with Beijing and Tianjin, and share the fruits of the coordinated development of Beijing, Tianjin and Hebei.
