Article 31If a State-owned institution for the collection of cultural relics fails to establish a collection of cultural relics archives in accordance with the provisions of Article 36 of the Protection of Cultural Relics and report the collection of cultural relics archives to the competent administrative department for cultural relics for the record, it shall not exchange or borrow cultural relics in its collection.
