In 1975, taking the opportunity of the Navy to formulate a ten-year plan, ** submitted a "Report on the Naval Equipment Issue" to the responsible comrades of the Navy.

At that time, the Navy's focus was to build 8,000-ton destroyers, but he told his superiors that the large destroyer project could be delayed, because the future war on the ocean will be three-dimensional, and aircraft carriers must fight three-dimensional wars.

In future naval battles, air supremacy will determine sea supremacy.
