In October 2023, Mr. Wu went to the Daping Police Station to report to the police that he had been defrauded of 400,000 yuan by the man Li, and he would not return it after several requests from the other party, so he called the police for help.
According to Mr. Wu, in December 2022, he accidentally chatted with his friend Ms. Wang (pseudonym) online about her child's education, and Ms. Wang remembered her other friend Li. Ms. Wang said that she and Li met at a dinner, and during the chat, Li claimed to be a staff member of a certain government agency, and it seemed that "the official position is not small", with a wide range of contacts and strong relationships, and she may be able to help Mr. Wu.
Soon after, Mr. Wu and Ms. Wang got in touch with Mr. Li. After the two expressed their intentions, Li readily agreed, and took the initiative to promise Mr. Wu that with only a 600,000 yuan introduction fee, Mr. Wu's children could successfully enter a well-known university. Seeing that his child had settled down to a prestigious university, coupled with Li's status as a "national public official", Mr. Wu believed Li's statement without thinking too much.
On December 29, 2022, Mr. Wu, who was in other places, entrusted his friend Ms. Wang to pay 400,000 yuan to Li to help his children study at a well-known university, and agreed with Wang that the follow-up fee of 200,000 yuan would be paid separately after the matter was completed.
The money was given, but there was no movement in going to school, and Mr. Wu, who was waiting, did not wait for Li's reply. In July 2023, Mr. Wu and Ms. Wang contacted Mr. Li again to inquire about the progress of the matter. Li told the two that the famous university promised before is currently difficult to fulfill for some reasons, but now there is another university that can be enrolled, and after graduation, they can directly join the government agencies, but they need to pay an "introduction fee" of 4 million yuan. Faced with an almost astronomical amount, Mr. Wu said that it was beyond his ability, so he proposed to ask Li to stop handling admission-related matters and return the 400,000 yuan he had previously transferred.
In the following months, Mr. Wu and Ms. Wang repeatedly urged Li, but Li did not return the 400,000 yuan "introduction fee", and in October last year, they had to call the police to ask for help. The police launched an investigation and collected evidence from multiple parties, and finally confirmed that Li was not a state official, but an unemployed person in society, and there was no "personal connection" at all, and there was a suspicion of fraud.
