On the basis of the existing service capacity divided into two grades: "basic standards" and "recommended standards", for township health centers and community health service centers with less than 10 medical personnel and less than 10,000 people, a new "qualified standard" grade is added, and the evaluation criteria are: among all basic index terms, the proportion of reaching grade C is 80%, the proportion of reaching grade B is 20%, and the proportion of reaching grade A is 5%.
