On the 2nd, the Institute of Global Innovation and Development of East China Normal University (ECNU GIS) released the "Top 100 Global Science and Technology Innovation Centers (2023)" and "Top 100 China Science and Technology Innovation Centers (2023)" at the 2023 International Science and Technology Innovation and Development Forum. In terms of the five dimensions of the global support of the innovation environment, the scientific and technological innovation development status of 140 cities in the world and 295 cities at and above the prefecture level in China were scientifically evaluated, and the top 100 global science and technology innovation centers and China's top 100 science and technology innovation centers were selected respectively.

The "big triangle" pattern of global scientific and technological innovation continues to strengthen.

According to the assessment, 95 cities in the top 100 global science and technology innovation hubs are located in three regions: Europe, North America and Asia-Pacific. Of these, 33 are in Europe, 30 are in North America, and 32 are in Asia Pacific. Professor Du Debin, Dean of the Institute of Global Innovation and Development of East China Normal University and Chairman of the Shanghai Science Research Association, interprets that this indicates that the global innovation "triangle" pattern controlled by North America, Europe and the Asia-Pacific has been further strengthened.

From the comparison of China and the United States, the number of science and technology innovation centers from the United States is stable at 26, and it occupies 12 seats in the top 30, and the top 10 seats have 4 seats, and San Francisco-San Jose is unwavering as the world's top science and technology innovation center. China is home to 23 of the top 100 cities, with five of the top 30 cities second only to the United States. Beijing rose to No. 4 in the overall ranking, surpassing Tokyo to take the top spot in the Asia-Pacific region. Shanghai maintained its tenth position in the world and ranked first in the country in terms of industrial transformation drivers.

Forty-five of China's top 100 are located in three major urban agglomerations.

In the past 10 years, Shanghai, Beijing and the Guangdong-Hong Kong-Macao Greater Bay Area have successively formulated implementation plans for building science and technology innovation centers with global influence to accelerate their progress towards international science and technology innovation centers, while Wuhan, Guangzhou, Xi'an, Hangzhou, Hefei and other cities have also put forward the strategic goal of building science and technology innovation centers with global or international influence.

Xing Hexiang, executive dean of the Industrial Technology Research Institute of East China Normal University, believes that the "T" structure composed of coastal and riverside rivers is the two major areas for the growth of China's science and technology innovation center. Whether it is the comprehensive ranking or the five dimensions of innovation factor agglomeration, scientific research leadership, technological innovation source, industrial transformation drive and innovation ecological construction, China's science and technology innovation centers, especially high-level science and technology innovation centers, are concentrated in the eastern coastal area and the Yangtze River Economic Belt.

Urban agglomerations are the core spatial carriers for the growth of China's science and technology innovation centers, especially the Beijing-Tianjin-Hebei, Yangtze River Delta and Pearl River Delta urban agglomerations. Ninety-six of China's top 100 cities are located in large urban agglomerations, of which 45 are located in the Beijing-Tianjin-Hebei region, the Yangtze River Delta and the Pearl River Delta. The coordinated development of scientific and technological innovation is the core support for the integrated development of the Yangtze River Delta region. The results of the top 100 show that five cities in the Yangtze River Delta region are among the top 100 in the world. The number of science and technology business incubators, the number of specialized and special new enterprises, the number of listed enterprises in science and technology innovation and the number of large scientific devices in Shanghai all rank first in the country. At the same time, as a hub for venture capital and a core hub for multinational companies' R&D investment networks, Shanghai has attracted the largest venture capital and foreign direct investment in the country.

Other cities in the Yangtze River Delta have shown different advantages in the construction of science and technology innovation centers. Hangzhou and Suzhou have strong innovation and entrepreneurship vitality: for example, the number of technology-based small and medium-sized enterprises in Hangzhou is nearly 250,000, much higher than other cities, ranking first in the country;There are more than 260 maker spaces in Suzhou, second only to Beijing, ranking second in the country. The evaluation results show that Nanjing ranks fourth in the country and first in the Yangtze River Delta in terms of innovation and ecological construction by virtue of its superior performance in industry-university-research cooperation. The R&D investment intensity of Hefei and Wuhu is above 13%, ranking among the top two in the country and much higher than other cities.
