The "Opinions" make it clear that non-boarding primary and secondary schools and kindergartens are not allowed to set up campus supermarkets in schools, and those that have been set up must be gradually withdrawn.

Needless to say, topics related to supermarkets in primary and secondary schools always attract special attention. On the one hand, this is because the on-campus supermarket has a monopoly nature, and on the other hand, because it is related to the physical and mental health of young people, the on-campus supermarket is a big matter. More importantly, the performance of some supermarkets in primary and secondary schools is too "spicy", such as frequent exposure of "three no goods", expired goods and even bad goods, which makes parents uneasy;At the same time, there are frequent "sky-high rents" in the commissaries of primary and secondary schools, which makes countless people marvel at it.

In February this year, the State Administration for Market Regulation, together with the Ministry of Education, the National Health Commission, and the Ministry of Public Security, issued the "Notice on Doing a Good Job in School Food Safety in the Spring of 2023", requiring local education departments to urge primary and secondary schools and kindergartens not to set up canteens and supermarkets in schools in principle.

The reason why the notice emphasizes "in principle" is obviously to take into account the actual needs of boarding schools, so it avoids "one size fits all". In this regard, Guangdong's new rules are undoubtedly more precise and powerful – the classification of boarding and non-boarding schools means that conceptual ambiguity and the management challenges that may arise from it are eliminated.

Although the general concern is that "non-boarding primary and secondary schools and kindergartens are not allowed to set up campus supermarkets in the school", the requirements of Guangdong's new regulations for boarding schools are also worth paying attention to. In fact, "sky-high rents" tend to occur in boarding schools. In this regard, Guangdong's new regulations have made clear requirements, first of all, to resolutely put an end to unlicensed or unfiled operations;Secondly, when contracting campus supermarkets abroad, the contractor should be selected in an open manner such as bidding, and the contract should be signed in accordance with the law, and specific requirements should be made for the contract periodThirdly, establish and improve the access and exit mechanism of campus supermarkets, and strictly prohibit the contractor from subcontracting, subcontracting or subleasing others.

How to contract, how to operate, and how to manage, the new Guangdong regulations have made detailed provisions for these links that have attracted much attention and are prone to problems. The next question is, how can we ensure that these provisions are enforced without compromise?

As the saying goes, "the law is not enough on its own", the key to any provision is implementation, and the first step in implementation is to clarify the rules and penalties.
