At more than 5 o'clock in the morning on December 21, the law enforcement officers of the Cangshan Branch of the Cangshan City of Cangshan Erhai National Nature Reserve Administration (hereinafter referred to as the Cangshan Branch of Dali City) and the Cangshan Guards of Yinqiao Town stopped 11 mountaineers who wanted to climb the peak without permission during the inspection, and 2 of them had repeatedly entered the core area of Cangshan and the buffer zone for illegal behavior.
After investigation and evidence collection by law enforcement officers, 11 personnel were recruited by Gao Moumou and He Moumou through platforms such as Douyin, and organized plans to climb the highest peak. Gao Moumou and He Moumou admitted that they had repeatedly entered the core area and buffer zone of Cangshan such as Malong Peak, Lanfeng, and Sanyang Peak without permission. In accordance with the relevant provisions of Article 31, Paragraph 1 of the Regulations on the Protection and Management of Cangshan in Dali Bai Autonomous Prefecture of Yunnan Province, the Cangshan Branch of Dali City ordered Gao Moumou and He Moumou to immediately stop the behavior, and filed a case for investigation of the suspected violations of the "Regulations on the Protection and Management of Cangshan in Dali Bai Autonomous Prefecture, Yunnan Province", and criticized and educated the remaining people who were persuaded to return and publicized the relevant laws and regulations on the protection of Cangshan.

Article 19 of the Regulations on the Protection and Management of Cangshan Mountain in Dali Bai Autonomous Prefecture of Yunnan Province stipulates that no one is allowed to enter the core area of the Cangshan Protection and Management Area. Due to the needs of scientific research, it is necessary to enter the core area to engage in scientific research observation and investigation activities, and shall submit an application and activity plan to the Cangshan Protection and Management Agency of the Autonomous Prefecture in advance, and be approved by the administrative department of the Provincial People's ** Nature Reserve. Article 20 stipulates that it is forbidden to carry out tourism, production and business activities in the buffer zone within the scope of Cangshan protection and management. For the purpose of teaching and scientific research, it is necessary to enter the buffer zone to engage in non-destructive scientific research, teaching practice and specimen collection activities, and shall submit an application and activity plan to the county (city) and the Cangshan protection and management institution of the autonomous prefecture in advance, and obtain the approval of the Cangshan protection and management agency of the autonomous prefecture. Units and individuals that have been approved to engage in the activities described in the preceding paragraph shall submit a copy of the results of their activities to the Autonomous Prefecture Cangshan Protection and Management Agency.
