Based on the important discourse on scientific and technological innovation, the Blue Book constructs the "Evaluation Index of China's Economic Innovation and Development", and uses statistical data to measure the level of innovation and development in the country and various regions in the past 10 years in the new era. The results show that in 2022, China's economic innovation and development index will be 3433, compared to 23 in 201323 rose by 4760%, with an average annual growth rate of 4 in the 10 years of the new era4%。Among the three secondary indexes, the institutional and environmental index increased by 3957%, and the resource and input index increased by 6770 per cent, and the output and efficiency index increased by 4569%。
From the perspective of each region, the innovation and development index of Guangdong, Jiangsu, Zhejiang, Shanghai and Beijing ranks among the top five among the 31 provinces (autonomous regions and municipalities directly under the central government) in the country, and the economic innovation and development index of economically developed areas is generally higher than that of economically underdeveloped regions, and the gap between regions in the level of innovation and development does not show an obvious convergence trend.
Based on the calculation results, the "Blue Book" suggests that to promote innovation and development in the future, we should further adhere to the "two-wheel" drive of scientific and technological innovation and institutional innovation, give full play to the role of the new first-class system, and create a better policy and institutional environment for innovation and development. Investment in basic research should be strengthened. Accelerate the construction of a high-quality regional innovation system and narrow the gap between regions in innovation and development.
The Blue Book also released the important progress made in the past year in seven major scientific and technological frontier fields, including a new generation of artificial intelligence, quantum information, integrated circuits, brain science and brain-like research, genes and biology, clinical medicine and health, deep space, deep earth, deep sea and polar exploration, as well as important breakthroughs in the reform of the science and technology management system, the legal guarantee system for intellectual property rights, the international scientific and technological exchange and cooperation mechanism, and the transformation and industrialization of scientific and technological achievements.
