The rural energy revolution is a powerful measure to accelerate the clean and low-carbon energy transformation in rural areas and achieve high-quality rural energy development. In 2018, the National Energy Administration approved Lankao County, Henan Province to carry out the construction of the country's first rural energy revolution pilot county, and has achieved positive results in many aspects so far. In order to further promote the transformation and upgrading of rural energy and high-quality development, and accumulate experience in reform pilots, according to the notice of the National Energy Administration, the Ministry of Ecology and Environment, the Ministry of Agriculture and Rural Affairs, and the National Rural Revitalization Administration on organizing and carrying out the construction of rural energy revolution pilot counties (Guoneng Fa Xinneng No. 23, 2023), after local declaration, expert assessment and departmental review, the first batch of 15 eligible rural energy revolution pilot counties (see annex) have been determined, which are hereby announced and notified as follows on the relevant work requirements:
1. Strengthen organization and coordination. Henan Province should further deepen the construction of Lankao County as a pilot county for rural energy revolution. The provinces (regions) where the pilot counties are located should increase organizational leadership, departmental coordination and follow-up supervision according to the construction goals and key tasks specified in the implementation plan, so as to ensure that the pilot tasks are completed as scheduled. It is necessary to improve support and guarantee policies, clarify the division of responsibilities, promote various construction tasks in an orderly manner, optimize the rural energy structure and institutional mechanisms according to local conditions, improve the supply capacity and consumption level of clean energy, and help rural revitalization.
2. Strengthen dynamic management. Based on the actual local situation, the pilot counties should innovate work ideas, actively explore and practice, and strive to form a new model of rural energy revolution that can be replicated, promoted and commercialized. On the premise of ensuring the construction goal, the pilot implementation plan can be dynamically adjusted in combination with the progress of the pilot. The adjusted implementation plan and major problems encountered in the pilot work should be fed back to the National Energy Administration, the Ministry of Ecology and Environment, and the Ministry of Agriculture and Rural Affairs in a timely manner.
3. Strengthen project management. Do a good job of the acceptance, approval, construction, and other related work of pilot construction projects in accordance with laws and regulations, and give appropriate support to projects that meet the requirements, but do not use it as the basis for the project to be included in the relevant planning or annual development and construction plan. Priority shall be given to determining the project development entity through market-oriented methods, and the approval (filing) of existing relevant projects, grid access and other related work shall not be suspended or suspended on the grounds of carrying out pilot projects.
The energy authorities of the provinces (regions) where the pilot counties are located are requested to closely track the progress of the pilot construction, sort out and summarize the experience and practices in a timely manner, and report the pilot construction of the previous year to the National Energy Administration, the Ministry of Ecology and Environment, and the Ministry of Agriculture and Rural Affairs before the end of March each year. After the completion of the construction of the pilot county, the acceptance should be organized in a timely manner, and the state will promote and apply the mature models and experience practices in the pilot construction nationwide in a timely manner.
