1. 2023 enterprise wage guidance line
1) In 2023, the benchmark for the growth of the average monetary wage of enterprises in the province is 65%;
2) In 2023, the lower line of the average monetary wage growth of enterprises in the province will be 25%。
The above-mentioned wage guidance line is applicable to the wage distribution of on-the-job employees of the enterprise.
2. The scope of application of the enterprise wage guidance line
The 2023 enterprise wage guidance line is applicable to all kinds of urban enterprises in our province and all kinds of institutions and groups that carry out business activities in accordance with the business mode of enterprises.
3. Opinions on the implementation of the enterprise wage guidance line
1) All localities and relevant departments should further strengthen macroeconomic guidance on the distribution of wages in enterprises, and guide enterprises to rationally determine the wage levels of workers and workers through democratic procedures such as collective wage negotiation in light of the state of production and operation and economic efficiency.
2) Enterprises should take the wage guidance line as an important reference basis for determining the wage growth of employees, and enterprises with normal production and operation and economic benefit growth can arrange wage increases around the baselineEnterprises with rapid economic growth and strong wage payment ability can arrange wage increases above the baseline;Enterprises with average economic efficiency and ability to pay can arrange wage increases on the lower line;If an enterprise is unable to arrange an increase in the wages of its employees in accordance with the wage guidance line due to production and operation difficulties, insufficient ability to pay, the wage level may be lower than that of the lower line (including zero growth or negative growth), but it shall be determined through collective consultation with the employees in accordance with the law, and the wages paid by the enterprise to the employees who provide normal labor during the statutory working hours shall not be lower than the local minimum wage standard. The wage growth level of employees in state-owned enterprises is strictly implemented in accordance with the provisions of the "Implementation Opinions of Gansu Province on Reforming the Wage Determination Mechanism of State-owned Enterprises" (Gan Zhengfa 2018 No. 58).
3) Enterprises shall, in accordance with the "Regulations on Collective Contracts of Gansu Province" and other relevant provisions, carry out collective wage negotiations in accordance with the law, establish and improve the mechanism for determining the wages of employees and the mechanism for normal growth, and ensure the reasonable and orderly increase of employees' wages. Reasonably raise the wage income level of enterprise workers, especially front-line workers, and wage growth should be tilted towards key positions, difficult positions, and skilled positions.
4) Human resources and social security departments at all levels should increase the publicity of the wage guidance line, give full play to the guiding role of the wage guidance line in carrying out collective wage negotiation, and strive to improve the implementation effect and social influence of the wage guidance line.
