1. Implement the river and lake chief system + responsibility, and lay a solid foundation for river basin governance.

In 2023, the District Agriculture and Rural Affairs Bureau will cooperate with the District Pollution Command Office to take the lead in "looking back" on outstanding environmental protection issues, focusing on the core work of comprehensive river basin management such as water quality at river outlets and pollution control of key water bodies, and hold 4 relevant deployment promotion meetings, and study and solve 8 problems. All departments directly under the district actively strive for the top, integrate and concentrate all kinds of funds and projects, and accurately invest them in key river basins. Eight projects are being implemented to improve the water environment, water ecological governance and efficient utilization of water resources, such as pipe network sewage interception, ecological restoration, and dredging of flood discharge ports, and strive to promote the phased transformation of ecological and environmental protection work in the river basin from pollution control to ecological restoration.
3. Implement the river and lake long-term system + guarantee to comprehensively improve the level of river basin governance.
