In 1912, Shi Liangcai, who was disillusioned with the reactionary warlords, took over the "Declaration", which had been losing money for several years and had only a circulation of 7,000 copies, in an attempt to supervise the authorities through social **. Judging from the many "declaration" layouts displayed in the former residence, Shi Liangcai boldly used management talents, developed advertising business, purchased new printing equipment, and promoted the development and modernization of the newspaper industry. At the same time, he recruited left-wing writers such as Mao Dun, Lu Xun, Ba Jin, and Yu Dafu, and created the supplement "Freedom Talk" to propagate progressive ideas, making "Declaration" a major newspaper with an average of 150,000 copies per day in 20 years.
As the largest newspaper entrepreneur in China at that time, Shi Liangcai did not regard newspapers as a money-making tool, and once warned his colleagues in the newspaper: "People have personality, newspapers have newspaper style, and the state has a national personality."
