The training lasted for two days, with the goal of "streamlining the curriculum, improving efficiency, problem-oriented, and solving problems and helping the poor", highlighting the practical training of soldiers, inviting well-known experts in the industry and some ecological law enforcement elites to participate in teaching, through theoretical training and on-site simulated law enforcement teaching of enterprises, etc., from the "source" and "law enforcement" and other two levels for the students to trace the source, solve questions and answer doubts.
At present, the domestic waste incineration power generation industry in Henan Province is developing rapidly, and 70 domestic waste incineration power plants have been put into operation, with a designed daily processing capacity of about 60,000 tons, which puts forward higher requirements for law enforcement and new expectations for the green development of service enterprises." The training was conducted at Everbright Environmental Energy (Xinzheng)**, a provincial-level comprehensive law enforcement training base for ecological environment in Henan Province. During the training, the teaching staff gave full play to the role of the training base, focused on immersive on-site teaching, simulated the ecological environment law enforcement inspection situation at the training base, and analyzed and explained many theoretical courses such as "Domestic Waste Incineration Process Training" and "Key Points of Sewage Treatment Law Enforcement in Domestic Waste Enterprises" for the traineesSimulated law enforcement was carried out on the site for domestic waste incineration power generation production and leachate treatmentTaking the operation of the flue gas purification system as an example, the historical data of the centralized control system (DCS) was retrieved, and the relevant valve switches of the flue gas purification system and the transportation flow of environmental protection consumables were checked during the marking period, and compared with the ledger and log records to supplement the normal operation of the flue gas purification system. Through the combination of process theory Xi and simulated actual combat, the training efficiency was further improved and the law enforcement skills of the trainees were improved.
According to reports, since 2021, the Henan Provincial Department of Ecology and Environment has relied on the standardized construction activities of comprehensive administrative law enforcement agencies for ecological and environmental protection, and continued to guide cities to gradually promote the construction of a number of representative and characteristic law enforcement training bases based on the characteristics of industry enterprises in their jurisdictions. At present, the province has built 25 municipal-level practical training bases. In 2023, the Henan Provincial Department of Ecology and Environment launched the selection of the "First Batch of Provincial Ecological and Environmental Comprehensive Law Enforcement Practical Training Bases in Henan Province", naming four practical training bases, including Everbright Environmental Energy (Xinzheng)**, as "Henan Provincial Ecological and Environmental Protection Comprehensive Administrative Law Enforcement Practical Training Bases", which has built a platform for improving the professional quality of law enforcement officers, set a benchmark for improving the level of corporate environmental protection management, and explored ways to solve the problem of improving the capacity of grassroots law enforcement personnel.
