On December 10, 2023, the "Survey Report on China's Public Low-Carbon Awareness and Low-Carbon Behavior Network" (hereinafter referred to as the "Report") funded by the China Environmental Protection Association and compiled by Green Puhui Technology (Beijing)** was held at the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28)."Low-carbon consumption and green ** chain carbon reduction"The side event was officially released. The report was supported and helped by the Publicity and Education Center of the Ministry of Ecology and Environment, the All-China Environment Federation, the Amway Charity Association, and the Tencent Carbon Neutrality Lab.

The report is based on a large sample of data for quantitative analysis, including research background, research methods, findings, conclusions and recommendations. A total of 10,859 valid samples were sent to 31 provinces, municipalities, autonomous regions and municipalities directly under the central government, and the survey samples met the requirements of statistical validity, covering climate change awareness, low-carbon awareness, and low-carbon behavior practices in the fields of food, housing, transportation, office and shopping. This report not only depicts the level of public low-carbon awareness and cognition, and the degree of low-carbon behavior practice, but also further analyzes the influencing factors affecting the public's low-carbon awareness and low-carbon behavior improvement through the establishment of linear regression models and logit regression models.

The report found that the Chinese public's low-carbon awareness and low-carbon behavior have shown new characteristics, and while the overall level has improved, there are certain differences in different areas of food, housing, transportation, office and shopping. In terms of low-carbon awareness, the public's awareness of climate change and low-carbon living is relatively high, reaching 811% and 867%, but yes"Double carbon"Objectives and"Carbon Inclusion"Awareness of new concepts such as mechanisms is only 75 per cent and 75 per cent, respectively6%, which needs to be further improved.

In terms of low-carbon behaviors, there is a relationship between the public's low-carbon awareness rate and low-carbon behaviors in the fields of food, housing, travel, work, and shopping"The difference between knowledge and action"。For example, among the respondents, it is believed that:"Buy coffee, tea, etc. and bring your own cup" "Very effective"with"Relatively effective"accounted for 842%, but when actually practiced"Always do"with"Do it often"of only 693%。It is worth noting that the respondents' low-carbon behaviors such as CD-ROM action and green travel are more consistent with the practice of low-carbon awareness, which is related to the formulation and improvement of relevant policies, the initiation of public environmental protection actions, and the active participation of enterprises and social organizations. For example, China has enacted and promulgated the Anti-Food Waste Law, which has been actively initiated by the private sector and enterprises"Disc Action"。

The study shows that low-carbon awareness is the most critical factor influencing low-carbon behavior, and the promotion effect of low-carbon awareness on low-carbon behavior has significant robustness. Logit regression analysis showed that with the increase of low-carbon awareness, the probability of the public practicing low-carbon behaviors in the five major areas of food, housing, office, travel and shopping increased to varying degrees. Therefore, the popularization of low-carbon knowledge and the improvement of the awareness of the effectiveness of low-carbon behaviors can significantly improve the public's low-carbon attitude and willingness to act, and then promote the public's practice of low-carbon behaviors. In terms of external factors, the supporting measures and services for low-carbon living are not perfect, and the relative lack of low-carbon information and incentives will affect the public's practice of low-carbon behavior.

The report is important for promoting the public to practice low-carbon behaviors"Carbon Inclusion"The development of the mechanism gives suggestions to innovate the publicity methods of low-carbon awareness and low-carbon behavior, and further enhance the public's low-carbon awareness and right"Double carbon"Action understanding, including promoting public participation and practice of low-carbon behaviors in conjunction with the "Ten Citizens' Ecological and Environmental Behavior Guidelines" (hereinafter referred to as the "Ten Citizens' Ten Rules");Improve and improve all kinds of low-carbon consumption infrastructure and services, and apply digital means to improve the convenience of the public to use low-carbon infrastructure and services;Passed"Carbon Inclusion"mechanisms and platforms to enable the public to benefit from low-carbon practices;Promote the coordination and cooperation of enterprises, enterprises and the public in the carbon emission reduction action on the consumer side.

Tang Dingding, honorary chairman of the Green ** and Investment Committee of the Chinese Society of Environmental Sciences, said that the public domain is an important area to promote the implementation of the dual carbon goals, and this study obtained more than 10,000 survey samples to carry out quantitative analysis, which is a very amazing number, which greatly improves the accuracy and statistical robustness of the data, and forms a very significant low-carbon work result.

Wang Yuanfeng, professor of Beijing Jiaotong University and director of the Center for Carbon Neutrality Science and Technology and Strategy, said that the research report formed by this study is of great significance due to the high quality of the survey data, the scientific and reasonable design of the questionnaire, and the scientific and solid research methodology, which fills the data gap of public low-carbon awareness and action at home and abroad, fully demonstrates the achievements and demeanor of China's public participation in low-carbon action, and also provides a valuable reference for subsequent similar research.
