On November 25, 2023, Mr. Qu Feng, Senior Partner of Dentons' Shanghai Office, Head of the China Financial Industry Group, and Director of the Finance Department of the Shanghai Office, was invited as a guest speaker to attend the "2023 Global Digital Business Conference Sub-forum - Industrial Data Application and Circulation Forum". This sub-forum focuses on the circulation and regulation of data. During the meeting, in addition to the guests from the Data Exchange, Huawei Cloud, and INTSIG, Mr. Qufeng of Dacheng gave a speech on the topic of "Talking about the Legal and Regulatory Policies of the Data Bureau from the Perspective of Data Asset Transactions". The content mainly involves the characteristics and risks of data asset transactions and how the newly established National Data Bureau can deal with it from the regulatory side.

First of all, Mr. Qu introduced data assets from three aspects: definition, attributes and characteristics, expounded the informational, legal and value attributes of data assets, and introduced the concept of data asset transactions. Secondly, Mr. Qu gave a comprehensive and in-depth explanation of data asset transactions from the perspective of transaction models, transaction trends, and the challenges and opportunities of transactions. Thirdly, Mr. Qu talked about the purpose and function of the newly established National Data Bureau. Finally, Mr. Qu elaborated on the future regulatory direction of the National Data Bureau in data asset transactions from two aspects: the implementation of the separation of data rights and the construction of the data circulation system. At the same time, Mr. Qu also mentioned that with the rapid growth of the data trading market, various data-related "first cases" have also emerged one after another, reflecting the urgent need for the market to improve supervision.

It can be seen that the cultivation of the data element market and the enhancement of the value first need to determine the property rights of data element assets; Second, it is necessary to construct a legal guarantee for the transaction and circulation of data assets. With these two foundations, it can be extended to data mining and processing, business scenario application, and data product design. It is of great significance for China to build a data power and give full play to the function of data elements to empower economic development through three ways: new knowledge, new production and new matching.

As an expert in the field of financial markets and financial markets, Mr. Qu Feng is currently a director and director of the finance department of Dentons' Shanghai office, the head of the financial industry group in China, a doctoral student in DBA, a master of finance and a bachelor of law, and is qualified as a lawyer in China and a foreign lawyer in Singapore.
