On December 24, in the conference session of "From Perception to Intelligence: Building a New Engine for Digital Transformation", Dong Yunting, director of the Expert Committee of the China Electronic Information Industry Federation, pointed out that from the current development situation, the contradiction between the supply and demand of the sensor ecosystem is very large, and the sensor industry has too many broken chains, weak profitability, and it is difficult to invest in research and development and achievement transformation.

He suggested that the construction of sensor industry innovation clusters should be accelerated, "We may have a lot of innovation flashes now, but they are still not connected." From the perspective of innovation or technology, it should be a system, and a few isolated points alone cannot solve big problems. We hope that the competent authorities and relevant enterprises will accelerate the manufacturing of sensors."

Dong Yunting hopes to accelerate the localization of key links in the industrial chain, the flexibility of the first chain, and the high-end of the value chain. He bluntly said that the development of the sensor industry is a system project, the core must be innovation, and must be cluster innovation, which requires the joint efforts of enterprises, colleges and universities, financial institutions, and social groups.

Dong Yunting:Thank you for having me at this conference. From perception to intelligence, there are three links, the first is perception, the second is to judge through the understanding of data, that is, cognition, and finally the knowledge of action.

I will tell you about perception today, perception technology includes sensors, radio frequency identification, Bluetooth technology, I personally think that sensors are the most widely used in perception technology. The sensor mainly relies on the sensitive element and the conversion element, the sensitive element is used to sense the external information, and the conversion element converts the sensed information into an electrical signal.

MIT smart sensing is listed as one of the top ten breakthrough technologies in the world, I personally think that sensors are higher than circuits in a sense in the process of digitalization, Forbes said that sensors are the first of the top ten technologies, and the field of industrialization attaches great importance to sensors, but our country may still be a little short.

Sensors are also involved in our mobile phones, and sensors are everywhere, more than 200 in cars, more than 1,000 in airplanes, and more than 5,000 in high-speed rail. Sensors are the basic technology of the Internet of Things, and the biggest problem we are facing now is the fragmentation of data, which is incomplete, and this problem still needs to be solved by sensors.

Judging from the current development situation, the contradiction between supply and demand of the sensor ecosystem is very large, and the sensor industry has too many broken chains, weak profitability, and it is difficult to invest in research and development and the transformation of achievements. In the future, the development of sensors is to develop in the direction of integration, digitization, networking, miniaturization and intelligence, and sensors must be combined with chips in order to play the intelligent role of sensors.

Sensors are very important, the contradiction between our supply and demand is very large, 90% of high-end sensors need to be imported, what will we do in the future?Personally, I propose to speed up the construction of innovation clusters in the sensor industry, and we may have a lot of innovation flashes now, but they have never been connected. When we build an industrial innovation cluster, there are three sentences, the first is to take the industrial chain as the main line, the second is to take the industrial chain as the link, and the third is to take the value chain as the direction. We hope to accelerate the localization of key links in the industrial chain, the flexibility of the first chain, and the high-end of the value chain. The development of the sensor industry is a system project, the core must be innovation, and must be cluster innovation, the need for enterprises, colleges and universities, financial institutions, social groups and other joint efforts.

Next, we will focus on the six links that need to be solved in the innovation cluster ecosystem.

The first is production and innovation, and the close development of innovation may be the first choice for our sensor industry in the future.

The second is production, which must be closely integrated with the transformation of results. The general secretary pointed out that it is necessary to establish a mechanism for the market to evaluate the achievements of core technology innovation, and the core technology may be busy in vain if it is separated from its industrial chain, value chain, ecosystem, and upstream and downstream. At present, the number of patents in China has ranked first in the world, but there is a disconnect between innovation achievements and transformation, intellectual property rights and secondary development, and innovation chain and industrial chain.

The third is the production base, and innovation must be combined with basic research. As we all know, the future is basic research, and Huawei's development process was not profitable in the first ten years, and their investment in research and development was 10% back then. Every year, hundreds of people are looking at what research results can be translated into technology development and product development, so now this stage has developed to a whole new stage.

This basic research is actually to solve the problem of 1-10, we still need to have the problem of 0-1, we also need a group of technological innovation enterprises to solve the problem of 1-10, of course, we need more to pass the problem of 10-100. Innovation in industrial clusters, especially in the field of high technology, needs to be supported by basic research results, and it is possible to achieve original innovation. This requires the docking and cooperation of enterprises, industries and research institutes.

The fourth is production and education, and it is difficult for our education to cultivate talents who can support the sustainable development of the sensor industry. I am from Hangzhou Dianzi University, Chengdu University of Electronic Science and Technology is a brother university with us, Chengdu has research institutions, and our 20th research institute is in Chengdu, so there are also talents, and industrial innovation also needs a group of high-quality talents.

The fifth is industry and finance, which needs to be connected with finance to do a good job in innovation. **It is said that we have to sharpen a sword for ten years, and we need financial support to persist for ten years.

Sixth, industrial innovation is connected with social services. What we have advocated in the past few decades is basically a collection of industrial exhibitions, but in the past two years, we have run Suzhou, Dongguan, Shenzhen, Shanghai and other places, and now we have begun to change from industrial clusters to industrial innovation clusters. It is recommended that Chengdu will raise the sensor industry innovation exhibition to a regional strategy, do a good job in top-level design, and make overall arrangements from planning, standards, layout, funds, policies, etc., and at the same time create a relaxed, standardized, fair and competitive innovation environment, and transform the past top-down innovation mechanism into a "bottom-up-based, top-up and down-based new innovation pattern".

In addition, it is necessary to strengthen the protection of intellectual property rights, aim to build an ecosystem of industrial innovation and exhibition, and promote the dynamic balance between the supply side and the demand side, and industry associations should play a better and more role in the industrial service system.

Finally, we must adhere to innovation-driven, market-oriented, value-led, and standardized competition, so that industrial innovation clusters can embark on the road of sustainable development and contribute to the high-quality development of China's sensor industry
