China, as the rotating chair of the International Go Federation, hosted the conference. Attending the council meeting in Bao'an District, Shenzhen were Chang Hao, Chairman of the Chinese Weiqi Association, Zhu Guoping, President of the Chinese Chess Academy, Vice Chairman and Secretary-General of the Chinese Weiqi Association, Zhang Wei, Director of the International Exchange Department of the Chinese Weiqi Association, Liang Jaehao, Vice Chairman of the International Go Federation and Director of the Korean Chess Academy, Cai Xufeng (Thailand), Vice Chairman of the International Go Federation, Li Ting (Europe), Director of the International Go Federation, and Neville Smith (Australia), Director of the International Go Federation. Satoru Kobayashi, vice chairman of the International Go Federation and chairman of the Japan Chess Academy, and Yuko Taki, director of the International Go Federation, attended the meeting through the first connection, and representatives of the members of the alliance attended the plenary meeting.

The meeting approved Kyrgyzstan and Dominica to become members of the International Go Federation. At this point, the number of members of the International Go Federation has increased to 79.
At the meeting, China's rotating presidency suggested that, on the premise of respecting the current rules of Go, the International Go Federation should try to unify the rules of Go in the future international competitions and comprehensive international intellectual sports competitions sponsored by the International Go Federation. The proposal was unanimously approved and it was agreed to further study the training of referees and the use of electronic equipment in order to advance the achievement of this goal as soon as possible.
