The "Implementation Plan for Energy Conservation and Low-carbon Action of 10,000 Enterprises" requires key energy-using units to set up energy management positions and hire qualified energy management personnel. 6. Opinions on Accelerating the Development of Energy Conservation and Environmental Protection Industry also proposes to rely on major talent projects to vigorously cultivate high-end talents such as energy conservation and environmental protection technology innovation and engineering technology. 7. Article 9 of the Measures for the Management of Energy Conservation of Key Energy-using Units clearly stipulates that key energy-using units shall establish and improve the energy management system and make it operate effectively in accordance with the requirements of the Energy Management System Requirements and other relevant standards.
