The Office of the State Administration of Cultural Heritage and the Office of the State Forestry and Grassland Administration recently issued the "Notice on Building the Red Grassland and Coordinating the Promotion of Revolutionary Cultural Relics and Grassland Ecological Protection". The circular makes it clear that China will guide the grassland areas to strengthen the study of local revolutionary history, and find out the status of the resources and protection of the old revolutionary sites and venues in the grassland areasStrengthen the investigation, research, protection and utilization of sites, relics, and physical objects related to desert control, afforestation, grassland construction, and fire fighting.
In the future, China will continue to improve the construction of the red grassland system. Relevant departments will guide the counties (cities, banners) where the first batch of national red grasslands are located to formulate work plans for the protection and utilization of red grasslands, and strengthen the systematic and overall protection of revolutionary cultural relics and grassland ecology. On the basis of full demonstration and scientific assessment, the provincial-level cultural relics, forestry and grassland departments may approve and publish the list of red grasslands at the provincial level, and carry out the selection and application of national red grasslands in a timely manner. The State Administration of Cultural Heritage and the State Forestry and Grassland Administration will regularly organize and carry out assessments of the construction of national red grasslands.
The two departments said that all localities should promote the protection of revolutionary cultural relics in the red grassland in an orderly manner, and increase guidance and support in some aspects, such as the preparation of cultural relics investigation and protection planning, the maintenance and protection of cultural relics, the construction of protective facilities such as security, fire protection, and lightning protection, and the preservation of environmental governance, display, digital protection, and preventive protection within the scope of cultural relics ontology protection. At the same time, all localities should ensure the reasonable demand for grass for the project, focus on supporting the construction of national grassland parks and state-owned grasslands in the area where the red grassland is located, cultivate new grassland management entities such as grassland cooperatives, and promote the green and low-carbon development of grassland areas.

The notice makes it clear that all localities should deeply tap the advantages and potential of red resources to promote green development, better display the magnificent natural scenery, colorful national culture, and the spirit of the times of all ethnic unity and forge ahead of the red grassland, and better demonstrate the remarkable results achieved by the red grassland in the protection and management of revolutionary cultural relics, display and publicity, and the strict protection, scientific restoration and rational utilization of grassland resources. All localities should also rely on the red grassland to serve the study and education of party history and the publicity and education of the "four histories", actively carry out innovative practices and scientific popularization of various grassland ecological protection, attract people of all ethnic groups in the grassland area, especially primary and secondary school students, to enter the red grassland, and build red grassland theme trails.
