Original title: "1,000 points" is not enough?Be vigilant against formalism and indicators trapping grassroots cadres
Set up tables and chairs, sit down, take photos and upload them, and enter them into the system ......In such a "theoretical propaganda" aimed at the masses, a certain town has to do a good job of dozens of lectures a month, and "everyone knows what is going on, and they just don't say anything about it." * The survey found that at present, some places blindly stare at the traces when inspecting various tasks, and many grassroots work has to "spin" in the index assessment system.
The myriad and varied numbers of indicators have made it impossible for grassroots cadres to cope with them. Some of the points are becoming more and more specific, and the "1,000-point system" is not enough, and the "double 1,000-point system" has been developedSome assessments are becoming more and more intensive, such as daily scheduling, weekly evaluation, and monthly summary, and "sowing seeds today and collecting tomorrow" from time to time. As a result, some units and departments "work 10 hours a day, at least five or six hours are collecting and submitting various materials or filling out forms." In addition, some grass-roots units have set up special "cousin" and "cousin" posts, which are specially responsible for the work of filling in and reporting materials in the unit, in order to be able to pass the test smoothly.
Compared with the needless consumption of manpower and material resources, it is more worth being vigilant about the distorted assessment indicators. If the requirement is "one size fits all", taking a county in the north as an example, the superior issued a document requiring that the total production of an industrial product cannot exceed last year, but the county's product benefits are good, and the indicators were completed in the first half of the yearAnother example is the assessment of "rigidity", the same set of indicators, ecological counties are helpless and uneasy due to the lack of corporate taxes, and strong industrial counties are also aggrieved because of their own large base and insignificant growth rate.
On the one hand, there are the assessment indicators that have been pressed over, and on the other hand, there is the reality of misalignment, and under the pull of the two phases, some cadres choose to "carry it hard" and bear the risk of "pulling their hips" in front of the assessment system, while others blindly "look up" and ignore the most practical needs of the masses and the grassroots. In this way, it will obviously affect the enthusiasm of the directors to start a business and drag down the efficiency of the implementation work at the grassroots level.
Index assessment is one of the starting points of modern management, and it is of course necessary to carry out a certain quantitative assessment of grassroots work. In a sense, strengthening assessment and supervision is also an important thrust for implementation. However, when there are too many assessment indicators, forcing the grassroots to carry out "targeted traces" and "technical reports" against the indicators, the negative effects will rise sharply.
In fact, before designing and promulgating a certain assessment index, go to the grassroots level to take a walk, take a look, and ask questions, find out the past foundation and actual situation of a region, and give more consideration to the new contradictions that may be caused, so as not to deviate from the wrong position. Innovating ways and methods, enriching channels, making the quantitative system of indicators more three-dimensional and comprehensive, and forming a benign interaction with grassroots work is also the original intention of implementing assessment and supervision.
Grassroots cadres are by no means afraid of hard work, but hope that the tiredness is worthwhile and the busyness is meaningful. "Grassroots cadres are the front-line team of entrepreneurship. Only by "liberating" them from the layers of complex indicators, and allowing those who want to do things and can do things wholeheartedly, can we better promote social development and move forward.
