In order to implement the requirements of relevant policy documents such as the "14th Five-Year Plan for the Digital Reform and Construction of Guangdong Province" and the "14th Five-Year Plan for the Quality and Safety Management of Housing and Municipal Engineering in Guangdong Province", strengthen the quality and safety supervision of housing construction and municipal infrastructure projects by means of informatization, and vigorously promote information sharing and business collaboration, our department has organized and developed the "Guangdong Provincial Housing Municipal Engineering Quality and Safety Supervision Integration Platform" (hereinafter referred to as the "Provincial Integration Platform"), which is scheduled to be launched in the near future. The relevant matters are hereby notified as follows:
1. Time and scope of activation
a) Activation time.
On January 1, 2024, the "Provincial Integrated Platform" was officially launched, and from the date of issuance, local competent departments and relevant units can log in to the platform, familiarize themselves with the system environment, and try out the system functions.
2) Scope of use.
Cities that have built relevant information systems on their own shall, in accordance with the data standards of the "Provincial Integration Platform", sort out the business system data related to the quality and safety supervision of housing municipal projects in their respective regions, and complete the docking with the "Provincial Integration Platform", information exchange and sharing, data push, etc.
Cities that have not built their own relevant information systems need to use the "Provincial Integrated Platform" quality management, construction safety management and first-class supervision and other functional modules to supervise and manage the quality and safety of municipal projects under construction in the region, and urge relevant participating enterprises to use the "Provincial Integrated Platform" to handle business and project management.
3) Login method.
Internet Login**:
Before logging in for the first time, the unit administrator needs to review and add it, and use the "Guangdong Zhengyi" scan code to log in. (See Annex 1 for details).
The account of the main management personnel of the enterprise participating in the construction of the housing municipal project under construction shall be added through the review and approval of the account of the project director engineer or the project manager of the general contractor, and the "Provincial Unified Identity Authentication" shall be used to scan the code to log in. (See Annex 2 for details).
Second, the main functions
1) The regulatory end of the "Provincial Integrated Platform".
1.Target of use: local competent departments and supervisory agencies.
2.System function: provide "engineering sand table" to comprehensively and dynamically grasp the basic information of the project under construction, including project quality (including data such as building materials entry, concrete testing, acceptance data management), construction safety (including data such as dangerous projects, construction lifting machinery, safety management personnel, standardized assessment, etc.), supervision and management (including supervision and inspection, administrative punishment, dynamic deduction of points, early warning information and other data);According to the needs of supervision, access to the monitoring equipment of key engineering projects to carry out digital supervision. (Operational guidelines, see Annex 1).
2) "Provincial Integrated Platform" user terminal.
1.Target: The main management personnel of the participating enterprises of the municipal engineering of the housing under construction.
2.System function: manage the quality, safety, and civilized construction of the construction site, collect the basic information of the project, map positioning and other information, timely report and update the project status, image progress, critical project plan, material admission, acceptance data and other information, and carry out the access of dust noise, construction lifting machinery "safety monitoring terminal", deep foundation pit, high formwork and other monitoring data as required, and complete the problem rectification feedback, information reporting and other work. (Operational guidelines, see Annex 2).
3. Requirements for use
1) Requirements for the use of management personnel of enterprises participating in the project.
1.The first basic information collection.
1) For housing municipal engineering projects already under construction, the basic information of the relevant project needs to be checked and confirmed for the first login;For newly started projects, after the construction permit is issued, the platform should be logged in in time, the construction permit binding should be completed, and the basic information of the project category, status, map positioning, image progress, critical projects and other related projects should be reported.
2) Before the construction of the project, the access of monitoring equipment such as dust and noise should be completed in the "provincial integrated platform", and the relevant data should be docked and transmitted in real time in strict accordance with the standards.
3) Before the entry and operation of construction lifting machinery and equipment, submit the implementation of the operation plan (including installation, wall attachment, jacking, knotting, lowering, dismantling and other dangerous operations), and the construction hoisting machinery and equipment entering the construction should be equipped with a "safety monitoring terminal", and docked with the platform to upload monitoring data in real time.
2.During the construction of the project, the participating enterprises of the project shall complete the following work in a timely manner as required.
1) The construction unit updates the progress of the project image every month, and reports the operation plan of the dangerous project in real time according to the progress of the project image.
2) Ensure the normal operation and data transmission of the "safety monitoring terminal" of construction lifting machinery, deep foundation pit, high formwork, dust noise and other monitoring equipment.
3) Fill in the registration information of building materials in a timely manner. Construction, supervision, and construction units shall enter the information on the entry of main building materials as required, and review the information filled;The building materials that need to be submitted for inspection according to the regulations should be filled in the "provincial integration platform" and entrusted to a third-party agency for testing.
3.Some of the existing special business system functions have been upgraded.
1) The original "Guangdong Provincial Construction Engineering Inspection and Supervision Service Platform" has updated the relevant entrusted testing functions. The construction unit needs to log in to the building materials management - entrusted inspection module of the integrated platform, enter the relevant information of the incoming building materials, and entrust a third-party quality inspection through the platform.
2) The original "Guangdong Construction Lifting Machinery Management System" and "Guangdong Construction Safety Standardization Assessment Information System" have upgraded the basic information collection function of related engineering projects. The participating enterprises update the basic information of the project on time on the "Provincial Integration Platform", and do not need to fill in the special business repeatedly.
3) The original "Guangdong Construction Engineering Inspection and Supervision Service Platform", "Guangdong Construction Lifting Machinery Management System", "Guangdong Construction Safety Standardization Assessment Information System" and other special business systems have completed the transformation of user login function, and support "provincial unified identity authentication" loginAfter logging in to the "Provincial Integration Platform", you can directly jump into the special business system without repeated login.
2) Requirements for the use of supervisory personnel.
1.After the project is included in the supervision, the information reported by the enterprise should be verified and confirmed, including the project category, status, map positioning, and critical project plan. Verify** that the monitoring device is properly connected and transmitting data. Supervise and urge the construction projects that have not completed information collection and equipment access to issue rectification requirements.
2.Review the project image progress, status, critical projects, and information updates reported by the enterprise every month;For the monitoring and early warning information issued by the "Provincial Integration Platform", timely urge the relevant units to follow up and deal with it;Rectification requirements shall be issued in a timely manner for projects under construction that do not update information in a timely manner.
3.Upload relevant documents and materials such as supervision and inspection, administrative law enforcement in a timely manner, and follow up on the implementation of project rectification.
Fourth, the work requirements
1) Attach great importance to the application of the platform. The launch of the "Provincial Integration Platform" is an important measure to promote the improvement of project quality and safety governance capabilities. The competent departments at all levels should earnestly improve their political positions, strengthen organizational leadership, establish a mechanism for overall promotion, study and formulate supporting measures and specific implementation plans, and strengthen training to ensure that the requirements for platform application and information sharing and exchange are implemented.
2) Strengthen data quality and security management. In accordance with the principle of "who provides, who is responsible", local competent departments should be responsible for the authenticity and accuracy of shared data, and continuously improve the integrity, availability, and timeliness of data. Data providers should strengthen security management in data collection, aggregation, integration, provision, and other links to prevent data leaks and illegal access. Data users should strengthen account management, strictly control the scope of data use, and prevent leaks, abuses, and alteration of information.
3) Strengthen the promotion and use. In the near future, our department will organize online training for supervised users and enterprise users, and the specific training time will be notified through the homepage of the "Provincial Integration Platform" and the administrator's WeChat group. Local competent departments should strengthen publicity, organize relevant personnel to participate in operation training, urge them to master the operation requirements, and guide relevant participating enterprises to standardize the use of the "provincial integration platform" for project management.
4) Timely feedback and suggestions. Local competent departments should carefully assess the use of the platform, and promptly feedback the system functional defects, software vulnerabilities and improvement opinions found to the developers of the "Provincial Integrated Platform".
The relevant competent departments of housing and urban-rural construction at the local level and above are requested to specify a designated person who is specifically responsible for the use of the platform, data exchange, account allocation and training management. Before December 20, 2023, fill in the "Information Form of the Supervisor User Administrator of the Integrated Platform for Quality and Safety Supervision of Housing and Municipal Engineering in Guangdong Province" (Annex 3), and submit it to Zhang Yang's government WeChat of the Engineering Quality and Safety Supervision Department of our department.
