As a high-tech leader in the global power battery and energy storage track, CATL has ranked first in the world in terms of power battery system usage and energy storage battery shipments for two consecutive years, and has won the honor of the world's lighthouse factory. "According to the United Nations Model Regulations on the Recommendation concerning the Transport of Dangerous Goods, lithium batteries belong to Class 9 dangerous goods. According to the traditional supervision model, before each batch of goods is exported, the customs must send personnel to the scene to carry out inspection and identification of the packaging containers loaded with lithium batteries batch by batch. With the increasing number of overseas orders, we take the initiative to optimize the supervision model to help enterprises clear customs more efficiently. In July this year, under the guidance of the Commodity Inspection Department of the General Administration of Customs, Fuzhou Customs launched the construction of the "Smart Supervision Business Scenario for Export Lithium Battery Packaging" project in accordance with the idea of "building a four-dimensional mechanism and realizing the transformation of six modernizations" in the "Overall Plan for the Construction of Smart Customs" of the General Administration of Customs, and strived to improve the level of customs supervision services for high-tech enterprises.
Based on risk assessment and credit management of enterprises, the project is based on the high-tech nature and actual production and operation of export lithium battery new energy enterprises, starting from product packaging design, packaging process, production logistics information monitoring, etc., and introducing AI intelligent map recognition and other scientific and technological information means to realize the effective capture and comparison and evaluation of the data and image information of the lithium battery packaging process of the enterprise. The new mechanism of strict and scientific supervision of the quality and safety of export commodities effectively reduces the proportion of on-site inspection and unpacking inspection of products, and enhances the non-inductive customs clearance experience of enterprises.
Under the guidance of the Commodity Inspection Department of the General Administration of Customs, with the support of Ningde City and the cooperation of the pilot unit CATL, Fuzhou Customs overcame difficulties such as no precedent, no reference, short construction period, and difficult coordination, and fought continuously, which lasted more than 100 days, and finally succeeded in testing as scheduled.
After the project is launched, in the whole chain of off-line packaging and follow-up supervision of export lithium batteries, it will realize data generation, customs cloud supervision, and non-inductive customs clearance of enterprises, save manpower and material resources, and greatly improve the timeliness of customs clearance, which will be more conducive to the high-quality development of our lithium battery new energy industry.
