Article 1These measures are formulated in order to encourage the masses to actively participate in the reporting of illegal and criminal acts of firearms and explosives, to strictly manage and control firearms and explosives dangerous goods, to crack down on and strictly control the illegal crimes of firearms and explosives, to comprehensively confiscate illegal firearms, ammunition, high-quality items, fireworks, hazardous chemicals that can be easily made into explosives, and highly toxic chemicals, and to make every effort to eliminate the hidden dangers of firearms and explosives.
Article 2These measures apply to leads on illegal and criminal cases involving guns, explosives, and dangers that occur within the administrative area of our province that are accepted, verified, and supervised by public security organs at all levels in the province. In accordance with the principle of "whoever accepts it, who gives feedback, and who rewards it", public security organs at all levels actively accept reports, promptly verify, and give feedback and rewards.
Article 3The public security organs generally complete the verification of the clues on the illegal and criminal activities of firearms and items provided by the informant within 15 days.
SectionFourWhere the reported leads are verified to be true, rewards are to be given in accordance with the following standards:
1) Where one or more military guns, one or more non-military firearms that fire bullets powered by gunpowder, or two or more other non-military firearms powered by compressed gas, 20 or more military bullets, 20 or more non-military bullets, and one or more grenades, bombs, mines, grenades, and other lethal ammunition are confiscated on the basis of reported clues, a reward of 5,000-20,000 yuan is to be given to the person who made the report is to be given as appropriateWhere the amount of confiscation reaches more than 3 times the minimum amount confiscated above, a reward of 15,000-50,000 yuan will be given to the person who reported meritorious service, depending on the circumstancesWhere the amount confiscated is particularly large, a reward of 50,000-100,000 yuan is to be given to those who have made meritorious contributions, depending on the circumstances.
2) According to the clues of the report, 1,000 grams of explosives, propellants, black powder, 3,000 grams of pyrotechnics, 30 detonators, fuses and detonating cords of more than 30 meters are confiscated, and a reward of 5,000-20,000 yuan is given to the person who made the report according to the circumstances;Where the amount of confiscation reaches more than 3 times the minimum amount confiscated above, a reward of 15,000-50,000 yuan will be given to the person who reported meritorious service, depending on the circumstancesWhere the amount seized and confiscated is particularly large to avoid the occurrence of vicious cases, a reward of 50,000-100,000 yuan is to be given to those who have made meritorious contributions to the report, depending on the circumstances.
3) According to the clues of the report, if major cases such as illegal manufacturing, trading, transportation, mailing, and storage of *** items are cracked, a reward of 5,000-50,000 yuan will be given to the person who made the report, depending on the circumstances;Where particularly major cases or cases of ministerial or provincial governors are cracked, and the occurrence of vicious cases is promptly avoided, a reward of 20,000-100,000 yuan is to be given to those who have made meritorious contributions.
4) According to the report clues, 30 controlled instruments, 15 crossbows, 15 guns, 5,000 grams of explosive chemicals, more than 20 grams of highly toxic chemicals, or investigation and punishment of fireworks and firecrackers, 2,000-10,000 yuan reward will be given depending on the situationIf the amount of confiscation is particularly large, a reward of 5,000-20,000 yuan will be given depending on the circumstances.
5) Where the reported clues are verified to be true, but the quantity of firearms, ammunition, ** items, fireworks, hazardous chemicals that can be easily made into explosives, highly toxic chemicals, controlled instruments, etc., does not meet the above standards, a reward of 1,000 yuan will be given according to the circumstances.
Article 5Whistleblowers can report in person, by letter, online or other means. If the real-name report is made, the name, ID number, and other information of the whistleblower shall be provided. Public security organs at all levels shall publicly announce to the public the acceptance of reports**.
Article 6Where more than one person reports the same case, in principle, only the first informant will be rewarded, and the order of reporting is based on the time recorded by the public security organ in accepting the report. Where new leads are supplemented, rewards are to be given in light of the specific circumstances. For those who report to two or more public security organs, the public security organ that filed the case and investigated the case is to give a reward, and the reward is not repeated.
Article 7Where the reported circumstances involve two or more of the circumstances listed in Article 4, the standard of the higher reward amount is to be followed, and the reward is not repeated.
Article 8: Rewards for reporting are to be implemented by public security organs at the county level or above in accordance with the principle of hierarchical responsibility. Reward funds for reporting are to be included in the budget of the public security department at the same level, and are to be guaranteed as a whole.
Article 9Where the report meets the requirements for rewards, the public security organ's case-handling unit fills out the "Approval Form for Rewards for Reporting Violations and Crimes of Dangerous Goods with Firearms and Explosives", and after being reviewed by the police security department and approved by the responsible person of the public security organ, the informant is notified to receive the reward. The informant shall receive the reward within 15 days of receiving the notice from the public security organ to receive the reward, and if he fails to receive it within the time limit, he shall be deemed to have given up.
Article 10When the informant receives the bonus, the public security organ shall be responsible for verifying the information and immediately complete the payment according to the payment method provided by the informant. And the whistleblower is kept strictly confidential to ensure the safety of the whistleblower.
Article 11These measures shall be interpreted by the Shandong Provincial Public Security Department and the Shandong Provincial Department of Finance.
Article 12These Measures shall come into force on July 25, 2021 and shall be valid until July 24, 2024.
