Previously, this company was successively owed more than 3.2 million yuan by a rubber factory in Yunnan. The company sued the court and won, but after the judgment came into effect, the defendant failed to fulfill its payment obligations and applied to the court for enforcement.
After the case was filed, the enforcement officers of the Chongyang Court immediately went to Yunnan to negotiate face-to-face with the relevant person in charge of the rubber factory. After several hours of repeated communication and explanation of the law, the rubber factory paid all the outstanding payments, and the two parties reached an enforcement settlement. So far, a seven-year enforcement case of a sales contract dispute has been successfully concluded within two days.
After the rubber factory paid off the arrears, the Chongyang Court issued a "Credit Repair Certificate" as soon as possible to shield the relevant untrustworthy information of the enterprise subject to enforcement, so that it would not be restricted due to this case in terms of procurement, bidding and bidding.
The implementation of the court is related to the "last mile" of fairness and justice, and to the people's sense of trust and satisfaction with the judiciary. Since the beginning of this year, the courts in the province have carried out special actions to tackle difficult cases and "Jingchu Thunder 2023", focusing on the enforcement of cases involving people's livelihood and arrears of corporate debts, finance, special subjects, and long-term unsettled property, exhausting various enforcement measures and thunderous means, and making every effort to fulfill the legitimate rights and interests of the winning parties.
In order to improve the quality and efficiency of enforcement cases, the provincial court also issued the "Several Opinions on Further Strengthening the Construction of the Enforcement Team of the People's Courts in the Province and Effectively Promoting the Resolution of Enforcement Difficulties", promoting the matching of enforcement forces and other resources with the actual needs of "solving enforcement difficulties". At the same time, efforts are being made to build a governance mechanism for the source of enforcement in which pre-litigation mediation and the coordination of filing, trial, and enforcement facilitate enforcement, carry out pre-enforcement reconciliation work, and pilot direct enforcement in 159 people's courtrooms throughout the province.
While severely cracking down on the "crime of refusal to execute" and using full thunderous means, the Hubei court strengthened the concept of goodwill and civilized enforcement in the "Jingchu Thunder 2023" enforcement special action, and adopted enforcement methods such as "releasing water to raise fish" and "sealing and detaining live" to promote enforcement settlement.

In March this year, the provincial court issued implementation measures to establish a key management mechanism for courts that are lagging behind in the quality and efficiency of their enforcement work. In May, the provincial court held a meeting with the key management courts, interviewed the presidents of the five basic level courts and their subordinate intermediate courts that were lagging behind in the quality and efficiency of their enforcement work, and listed a list of problems and responsibilities to make rectifications within a time limit. On December 1, the provincial court interviewed three intermediate courts that were relatively backward in the implementation of the "double investigation in one case", and demanded that they actively rectify and be held accountable.
Through the in-depth promotion of the "Jingchu Thunder 2023" enforcement special action, more than 390,000 cases have been concluded by courts in the province, of which more than 140,000 enforcement cases have reached enforcement settlements.
