A few days ago, the reporter learned from the Shunde Branch of the Foshan Municipal Bureau of Natural Resources that the bureau issued the "Guidelines for the Review of the Facades of Self-built Houses in Shunde District (Trial)" (hereinafter referred to as the "Guidelines"), through five major measures to improve the overall quality of self-built houses and dress up the beauty of homes, such as free pre-construction aesthetic training for self-built house owners, design units, management personnel, and people from all walks of life in Shunde District, so as to enhance the aesthetic literacy of the whole society. The Guidelines will be implemented on a trial basis from 1 January 2024.
There are problems such as low overall quality of self-built houses
The reporter learned that at present, improving the quality of urban and rural areas has become the key work at the provincial, municipal and district levels. Shunde District put forward a three-year action implementation plan for urban quality improvement and carried out a special action to improve self-built houses. Among them, the improvement of self-built houses has been included in the "Top Ten Traction Projects in Typical Areas of the "High-quality Development Project of 100 Counties, Thousands of Towns and Thousands of Villages" in Shunde District Construction Province, Foshan City (2023-2024), systematically exploring modern high-quality self-built housing solutions and improving the urban environment of Shunde.
As a typical representative of the integration and convergence of water town culture and industrial civilization in the Pearl River Delta, self-built houses are an important substrate and background in Shunde's urban environment, with about 410,000 self-built houses built, accounting for about 55% of the residential land in the district, and the number of new construction and demolition of old buildings and new construction is 7,000 to 12,000 cases per year.
However, in the long-term development, there are some problems such as low overall quality, uneven aesthetic literacy of owners, lack of aesthetic elements in approval management, and poor environment. In this regard, self-built houses urgently need to strengthen guidance, beautify the living environment, and meet the people's pursuit of "beauty" and yearning for a happy life.
In this context, the Shunde Branch of the Foshan Municipal Bureau of Natural Resources issued the "Guidelines for the Review of the Facades of Self-built Houses in Shunde District (Trial)" to improve the management mechanism and improve the overall quality of self-built houses.
Five measures to dress up the beauty of the home
According to the Guidelines, "self-built housing" refers to a single-door single-family residential building built in the name of an individual and with basic residential functional space, excluding unified commercial housing. "Building façade" refers to the external façade of buildings and structures (including building roof surfaces, building walls, etc.).
The Guidelines list five major measures to clarify the requirements for façade review and improve the management mechanism of self-built houses.
The first is to adopt a classified control mechanism. It is reported that the self-built houses of historical and cultural streets must meet the relevant management requirements of the departments of natural resources, culture, radio, tourism and sportsFor the new self-built houses under contiguous construction, the village residents are required to compile an overall plan of the architectural style for overall controlSporadic and scattered self-built houses require project approval to strengthen façade review.
The second is to implement pre-construction aesthetic training. Owners, design units, managers, and people from all walks of life in Shunde District can participate in the self-built housing workshop for free, and improve the aesthetic literacy of the whole society through exhibition hall tours, aesthetic training activities or online training. The training content covers the approval policy of self-built houses, management processes, and excellent cases of self-built houses.
The third is to improve the management level of the façade. According to reports, the "Guidelines" and the current "Shunde District Private Residential Construction Planning and Management Regulations" implemented at the same time, the owner needs to submit a complete architectural design drawings (including the main interface renderings) when applying for approval, and the project will be accepted by the professional construction team after the completion of the project.
In terms of review elements, the overall level reviews the design elements such as architectural color, style, and materials, and the design elements such as the top, middle, and bottom of the building are reviewed at the detail level, and at the same time, positive and negative lists are set for design guidance for various elements, and personalized aesthetic design is encouraged. It is important to note that the façade review is carried out in parallel with the original planning review, with no additional approval process and time.
Fourth, provide excellent atlas guidance. According to the Guidelines, those who are fully applied to the atlas can be exempted from the design process and go through the construction application procedures directly. According to the relevant departments, it is expected that by June 2024, the compilation of the "Reference Atlas of Self-built Houses in Shunde District" will be completed, so that there will be examples to follow for the improvement of the style of self-built houses. In addition, it will also promote the implementation of a number of high-quality self-built houses with "aesthetics" and "practicality", and accelerate the construction of model communities, such as Ronggui Hongji Community, Xingtan Xinlian Village, and Daliang Xinjiao Solidification Community.
Fifth, strengthen the management of design units. Implement a filing mechanism and a feedback and evaluation mechanism for design units, and strengthen aesthetic training to improve the overall design level of the industry.
