Recently, the Pingyu County Procuratorate of Zhumadian City, Henan Province has substantively resolved an administrative dispute over the revocation of marriage registration by "impersonation".
In July this year, Dai and her husband Feng went to the county civil affairs bureau to register their divorce due to emotional discord, but they were told by the civil affairs bureau that the marriage registration information under their name was abnormal, and the query showed that there were two marriage registration information under their names and they could not handle the divorce registration normally. After a preliminary understanding, the Civil Affairs Bureau found that Dai X's first marriage registration might be an impersonation marriage registration, so it transferred the clue to the procuratorate through the coordination and cooperation mechanism established with the county procuratorate for handling impersonation or false marriage registration cases, and submitted an application for supervision on behalf of X at the same time.
The procurator in charge immediately conducted a preliminary review and reported in a timely manner, and the court set up a special case-handling team to investigate Dai's marriage registration in accordance with the law. The case-handling personnel went to the county civil affairs bureau and public security organs many times to obtain marriage registration files, household registration information and other materials, visited the village committees where the parties were located on the spot, communicated with village cadres and surrounding neighbors to understand the situation, and finally clarified the facts of the case.
In 2007, Ding met his girlfriend Wang when he went out to work, and the latter two decided to register their marriage, but Wang was unwilling to provide his real identity materials. Ding asked a relative to borrow Dai's identity document, and asked his girlfriend Wang to fraudulently use Dai's identity information to register her marriage. In 2018, Dai and her current husband Feng went to the county civil affairs bureau to apply for marriage registration, but because the marriage registration information was not online, the civil affairs bureau did not verify that there was marriage registration information under Dai's name, and issued marriage certificates for Dai and Feng again, which eventually led to two marriage registration information under Dai's name.
Based on the above facts, on August 29, 2023, the Pingyu County Procuratorate issued a procuratorial recommendation to the County Civil Affairs Bureau, recommending that the County Civil Affairs Bureau revoke the erroneous marriage registration information in accordance with the law. After receiving the procuratorial suggestion, the county civil affairs bureau adopted it, made a decision to revoke the marriage registration of Dai and Ding, and replied in writing to the rectification situation on August 30.
At this point, this "impersonated" marriage was finally revoked, and a sixteen-year-long imposter marriage case was finally settled, and Dai Moumou started a new life.
