On October 1, 2022, the Regulations on Police Auxiliary Personnel of Public Security Organs in the Xiamen Special Economic Zone (hereinafter referred to as the "Regulations") came into effect. The promulgation of the "Regulations" is of great significance behind the empowerment and naming of the auxiliary police in the name of the law.
On the occasion of the first anniversary of the implementation of the "Regulations", People's Daily Online invited Dai Weirong, Director of the Political Department of the Xiamen Municipal Public Security Bureau, Wu Tao, Vice Chairman of the Xiamen Municipal People's Political Committee, and Yang Xiangyu, Captain of the Auxiliary Police Team of the Community Police Station of the Jialian Police Station of the Siming Public Security Bureau, and Ma Guo, an auxiliary police officer of the Patrol Special Police Anti-Terrorism Brigade of the Haicang Public Security Bureau, to be guests in the studio to talk about their original intentions and seek a common future.
Moderator: Director Dai, what is the purpose of Xiamen's legislation to ensure the work of the auxiliary police?
Dai Weirong: In recent years, the Xiamen Auxiliary Police Force has played an important role in adapting to the development of the public order situation and alleviating the shortage of police force. At the same time, there are still many places in the management of the auxiliary police that do not meet the expectations of economic and social development and the people, and the problems of unclear legal status, unclear duties and powers, low professional security, and irregular management and use of auxiliary police are becoming increasingly prominent. Through the local legislation of the auxiliary police, it will help to further improve the legalization, standardization and professionalism of the auxiliary police management, and better provide a guarantee for the safe construction of our city.

Moderator: Speaking of legislation, Director Wu participated in the whole process of formulating and promulgating the Regulations, can you introduce to us the significance of the rule of law behind the legislation of the Xiamen Auxiliary Police?
Wu Tao: In order to improve the level of the rule of law construction of the auxiliary police force, and form a full-chain management system and guarantee incentive system, the city has systematically summarized and improved the city's auxiliary police management experience on the basis of the legislative system and system design, and the Municipal People's Congress, together with the Municipal Public Security Bureau and the Municipal Bureau of Justice, has held many meetings to solicit opinions and expert arguments, and has publicly solicited opinions and suggestions from the society, relevant departments directly under the municipal government and grassroots legislative contact points. Generally speaking, the formulation and promulgation of the "Regulations" of the Xiamen Auxiliary Police is in line with the basic principles of laws and administrative regulations, meets the actual needs of the city, is conducive to clarifying the boundaries of the responsibilities of police auxiliary personnel, strengthening the guidance and supervision of police auxiliary personnel in performing their duties, and is conducive to promoting the standardization of police auxiliary personnel to carry out various tasks, give full play to their positive role in protecting the safety of the people and serving the people, better safeguard the legitimate rights and interests of the people, and realize the organic connection between legislative decision-making and reform decision-making.

Moderator: Legislation means a lot to every auxiliary police officer. We asked the two representatives of the auxiliary police to share with their own work what are the obvious changes before and after the legislation
Ma Guo: I joined the Auxiliary Police Force in 2014 as a member of the Haicang Patrol Special Police Auxiliary Police Team, and I am mainly responsible for carrying out some daily patrol tasks on a daily basis. After the legislation, Article 7 of the "Regulations" clearly stipulates that auxiliary police can operate police technology equipment, which provides me with an opportunity to change my destiny as a fan of drones. I also participated in the drone training organized by the Xiamen Public Security Bureau and obtained a drone driving license. Now, I can proudly say to people around me, "I'm a police drone pilot".
Yang Xiangyu: In 2011, I joined the public security auxiliary police team, and worked in the Jialian Police Station for 12 years, during which I worked as a police officer in the duty room, a civilian in the case handling team, and now a full-time auxiliary police officer in the community. Household visits, mediation of neighborhood disputes, anti-fraud publicity, my daily work is to deal with the masses. Before the Auxiliary Police legislation, people in the jurisdiction often questioned our identity, and it was difficult to carry out community work because we did not have work documents. First of all, we have assessed the rank of the auxiliary police according to the number of years of service and the honors obtained, and the salary is linked to the rank, and the auxiliary police uniform has also been uniformly renewed. Of course, the most important thing for me was to make and issue us a work ID card symbolizing the identity of the auxiliary police. With a sense of professional belonging and improved salary, the spirit of the entire auxiliary police force is also different, and the work is more energetic and confident. In the past, the auxiliary police team of our Jialian Institute was highly mobile, and nearly 20% of the team members would leave and adjust in a year, but now the turnover rate is less than 8%, and the team is more stable.

Moderator: I just listened to the briefings of the two auxiliary police representatives, and it is very different before and after the legislation. So, can Director Dai introduce to us what new measures have been launched and what new results have been achieved by the Xiamen Public Security Bureau in the first year since the implementation of the "Regulations"?
Dai Weirong: Since the implementation of the "Regulations", the Municipal Public Security Bureau has always taken the implementation of the "Regulations" as the key task of deepening the public security reform, adhered to the planning from a high starting point, high-quality construction, and high-efficiency promotion, and helped the auxiliary police management reform to advance steadily.
Over the past year, the majority of auxiliary police comrades have faithfully performed their duties, and shared the duties and missions of guarding the safety of Xiamen with the police, and their role has become more prominent, assisting in the investigation and mediation of more than 30,000 contradictions and disputes, with a successful mediation rate of 9886%；Serving inbound and outbound passengers19More than 40,000 people;Assisted in the recovery of 6,329 lost persons and rescued 1,382 persons in distressAssisted in completing 26 security tasks for 129 major events such as the CBA All-Star Game, the International Marathon, the 15th Straits Forum, and the Golden Rooster Film Festival, giving full play to the role of a new force in the construction of safety, and further demonstrating the mission of the Xiamen Auxiliary Police Team.

Moderator: Director Wu, from a legislative point of view, have the "Regulations" achieved the expected results since the first year of implementation?
Wu Tao: Over the past year of legislation, the municipal public security organs have focused on the key issues affecting and restricting the long-term construction and development of the auxiliary police force, insisted on innovating and breaking problems, strengthened the top-level design, and gradually built a formalized management system with the "Regulations" as the leader, the "Management Measures" as the basis, and the provisions on recruitment, performance appraisal, contract management, and accountability as supplements, and established a working mechanism for the joint construction and management of the auxiliary police, ensuring that the legislation is effective.
Moderator: Whether the legislation is effective or not, we must also listen to the voices of the auxiliary police. May I ask Comrade Ma Guo, what is the thing that impressed you the most in the past year since the legislation was enacted?
Ma Guo: What impressed me the most was that as a drone pilot of the Haicang patrol special police, from March to May this year, he was selected to join the municipal bureau team and participated in the provincial police drone competition. I was one of the few auxiliary police officers in the province who participated in the competition. Before the competition, I was secretly determined to show good results and win glory for our auxiliary police team. During the two months of training, I held my breath and insisted on training for more than 10 hours a day, especially in the figure 8 flight subject, and I had to strive for excellence in every centimeter and every heading angle. Due to the long-term positioning and stereotyped standing flight, my legs were swollen and I couldn't walk, and it was difficult to sleep at night, but the effort was rewarded, and finally we won the first place in the group province, and I also won the first place in the province in the figure 8 flight subject.
Moderator: Comrade Xiangyu, what impressed you the most?
Yang Xiangyu: What impressed me the most was the competition to become the captain of the auxiliary police force. After the legislation, our police station, as a pilot unit for the management of the auxiliary police force, took the lead in launching the competition for the management positions of the auxiliary police. According to the provisions of the "Regulations", the branch committee will discuss and confirm the list of candidates, and convene 15 police representatives and 15 auxiliary police representatives to conduct a secret ballot election. Eventually, I became an auxiliary police squad leader, which made me more responsible, but also more energetic.

Moderator: It seems that the legislation on the auxiliary police has indeed brought tangible benefits to the auxiliary police force. We often say that "first-class performance comes from a first-class team", in building an auxiliary police team, to achieve a warm heart to benefit the police, how does the Xiamen public security do?
Dai Weirong: Since the implementation of the "Regulations", on the one hand, we have improved and formulated the "1+N" supporting management system, covering recruitment, hierarchical management, assessment, education and training, accountability, contract management, remuneration, etc., and improved the rotation exchange and performance evaluation mechanism, so that the auxiliary police management work has rules to follow and rules to follow, and solve the problems of good and bad.
On the other hand, we have always adhered to strict management, fully implemented the "five insurances and one housing fund" and purchased accident insurance, strictly implemented the standards for auxiliary police business housing, and strived for targeted policy-based rental housing for auxiliary police, saving more than 30% of housing expenditure on averageAuxiliary police will be included in the scope of warm police services such as health recuperation, medical care, and childcare, and research and development of the "Five Ones" condolence system for auxiliary police birthdays, family difficulties, retirement, death of immediate family members, and student assistance;And in conjunction with the Xiamen Luhai Heroic Martyrs Charity Association, the "Lu Police Special **" was specially used for the assistance of auxiliary police who sacrificed their lives in the line of duty (work), were injured, and were sick and poor, and did a good job in the care and care of the auxiliary police.

Ma Guo: At present, I have obtained the police drone driving license B license, in fact, my goal is A certificate, after obtaining the A certificate, I can go out of Fujian Province and fly across the country. I hope that the organization can open up more vocational training channels for the auxiliary police, so that we can have more opportunities and a bigger platform.
Yang Xiangyu: If you want to talk about expectations, I hope that in the future, I can work hard to become a civilian or people's policeman.
Moderator: In response to the expectations of our auxiliary police, can Director Dai introduce to us what is the work plan for the next step in the management of the auxiliary police?
Dai Weirong: In the next step, we will continue to play the role of auxiliary police legislation in regulating, guiding and guaranteeing, focusing on the construction of supporting systems for laws and regulations, further striving for the support of relevant competent departments, exploring the targeted recruitment of public security personnel for outstanding auxiliary police, opening up career development channels for outstanding auxiliary police to directly connect with public security organs and subordinate institutions, and broadening the opportunities for the majority of auxiliary police to participate in vocational training, so that the majority of auxiliary police can have goals, enthusiasm and direction.
