Administrative divisions during the Qin Dynasty

Qin Shi Huang unified the six countries, and Qin fully implemented the county system. It is divided into 36 counties and the Gyeonggi region, which is directly administered by the Inner History. At the beginning of the unification period, Qin Shi Huang divided the country into 36 counties, and later increased to 46 counties.

Both the Records of the Qin Dynasty and the Records of the First Emperor of the Qin Dynasty both mention that the world was incorporated into 36 counties at the beginning of the 26th year of the first emperor's reign (221 BC), but the names of the 36 counties are not listed. "Hanshu Geographical Chronicles" in Jingzhao Yin bet on the "Ancient Qin Inner History", in each county bet called "Qin Zhi", "Qin County" or "Ancient Qin County", there are the following 36 counties: Hedong, Taiyuan, Shangdang, Sanchuan, Dongjun, Yingchuan, Nanyang, Nanjun, Jiujiang, Surabaya, Julu, Qi County, Langxi, Huiji, Hanzhong, Shu County, Ba County, Longxi, Beidi, Shangjun, Jiuyuan, Yunzhong, Yanmen, Daijun, Shanggu, Yuyang, Youbeiping, Liaoxi, Liaodong, Nanhai, Guilin, Xiangjun, Handan, Dangjun, Xue County, Changsha.

Tan Qixiang published "Qinjun New Examination" to verify the internal history of Qinjun Fande forty-six. Among them, 32 counties are named in the "Hejaz", which were owned by the early Qin Dynasty and the world, they are: Shangjun, Bajun, Hanzhong, Shujun, Hedong, Longxi, Beidi, Nanjun, Nanyang, Shangdang, Sanchuan, Taiyuan, Dongjun, Yunzhong, Yanmen, Yingchuan, Handan, Julu, Shanggu, Yuyang, Youbeiping, Liaoxi, Dangjun, Surabaya, Xuejun, Jiujiang, Liaodong, Daijun, Huiji, Changsha, Qijun, Langxi. The four counties of Qianzhong, Guangyang, Chenjun and Minzhong made up for the lack of the "Hejaz", and connected the 36 counties, and the "Historical Records" said that the first emperor divided the world into 36 counties in the 20th year. The names of the four counties of Nanhai, Guilin, Xiangjun and Jiuyuan are found in the "Hejaz", and the first emperor opened Hu and Yue in the 33rd year. The six counties of Donghai, Changshan, Jibei, Jiaodong, Hanoi and Hengshan, the "Hejaz" is missing, and the first emperor placed it in the county after 26 years. The author judged the above-mentioned forty-six counties as Qin counties according to the "History" and "Han" chronicles, but he also said: This does not mean that Qin counties must be limited to these forty-six, because the "Historical Records" does not have a chronicle of Qin counties, and all the counties of the Qin generation may not be found in the chronicles.
