The UN Security Council is composed of 15 members: five permanent members, namely the United Kingdom, China, Russia, the United States, and France, and ten non-permanent members elected by the United Nations for two-year terms, with the latter re-electing five each year. The number of participating members was subsequently increased to 14. The project aims to attract the transport of goods from India, Iran and the Gulf countries to Europe via Russia, reducing the transportation time and cost by more than half the distance of the sea route through the Suez Canal.
