In March 2023, when the traffic police of the Huangpu District Public Security Bureau were dealing with a traffic accident at an intersection, they found that two young men on the side of the party were wearing police uniforms and police equipment, looking slightly immature, and their behavior was suspicious, so they reported to the command center. After investigation, the two young men were not police officers, and both were minors. Subsequently, the two confessed that because they "wanted to be policemen", they bought a full set of police equipment online, wore them and went to the street to "be on duty".

In the same month, the Huangpu District Public Security Bureau carried out an investigation based on the clues, and found that two minors had purchased police equipment. In May 2023, the police arrested the defendant Zhang Moumou in a village in Guangzhou City, and seized nearly 900 pieces of various labels printed with the words "police police" and a total of 600 internal and external belts engraved with metal buckles with police logos on the spot.
After investigation, Zhang Moumou registered an outdoor products company in 2017 and opened the corresponding **, Zhang Moumou confessed: "The company mainly produces internal and external belts and supporting bags and sets, and then sells them. Zhang Moumou confessed that in order to obtain more profits, he bought raw materials by himself, purchased "police police" woven labels, rubber labels and belt buckles engraved with police badges from others through WeChat, and hired temporary workers for assembly and production. In the absence of the qualification authority to produce and buy police equipment, Zhang Moumou also edited the product information and uploaded it on the **store** to sell police equipment.

On August 15, 2023, the case was transferred to the Huangpu District Procuratorate for review and prosecution, and the prosecutor who undertook the case reviewed the case file, interrogated Zhang Moumou, verified the relevant evidence, and prosecuted Zhang Moumou's Shangjia Bu Moumou and other four people as joint crimes. After investigation, the defendant Bu Moumou and the other four people also did not have the qualification authority to produce and buy police equipment, and according to the requirements of the defendant Zhang Moumou, they respectively produced and printed various logos of "police police" to Zhang Moumou. During the interrogation, the five defendants, including Zhang, all confessed to the facts of the crime and voluntarily pleaded guilty and accepted punishment.
After investigation, from May 2020 to March 2023, Zhang Moumou sold more than 2,000 police belts in online platform stores, involving a transaction amount of more than 100,000 yuan. More than 600 "suspected police six-piece belts" seized at a certain place in Zhang involved more than 8,000 yuan. After appraisal by the Special Police Equipment Quality Supervision and Inspection Center of the Ministry of Public Security, it was confirmed that the police multi-functional belt in this case could be regarded as police clothing, and the woven belt and the logo with the words "police" and "police" could be judged to be similar to the people's police clothing and its logo, which was likely to cause visual confusion to the public. The prosecutor finally determined that the actions of Zhang XX, Bu XX and other 5 people constituted the crime of illegally producing and trading police equipment.
