On December 26, the National Development and Reform Commission, the National Data Bureau and other five departments jointly issued the "Implementation Opinions on the In-depth Implementation of the "Eastern Data and Western Computing" Project and the Acceleration of the Construction of a National Integrated Computing Network.

The "Implementation Opinions" proposes that by the end of 2025, the comprehensive computing infrastructure system will take shape. The new computing power in the national hub node area accounts for more than 60% of the new computing power in the country, and the utilization rate of computing power resources in the national hub node significantly exceeds the national averageThe 1ms delay urban computing power network, the 5ms delay regional computing power network, and the 20ms delay cross-national hub node computing power network have been initially realized in the demonstration areaA two-way synergy mechanism for computing power and electricity has been initially formed, and the proportion of green electricity in new data centers in national hub nodes exceeds 80%.The ease of use of various computing power by users has been significantly improved, the cost has been significantly reduced, and the network transmission cost between national hub nodes has been greatly reducedThe key core technologies of the computing network are basically safe and reliable, and the high-quality development pattern of the computing power network characterized by networking, inclusiveness, and greening has gradually taken shape.

The "Implementation Opinions" start from the integrated layout of general computing power, intelligent computing power and super computing power, the integration and coordination of computing power in the eastern, central and western regions, the integrated application of computing power and data and algorithms, the integration of computing power and green power, and the integration of computing power development and security to promote the construction of a national integrated computing power network with network scheduling, inclusive and easy to use, and green security.

In the next step, the National Development and Reform Commission, the National Data Bureau and relevant departments will strengthen overall coordination, innovate policy incentives, strengthen common technology research and development, and ensure that the goals and tasks are implemented.
