According to the "Law of the People's Republic of China on the Prevention and Control of Noise Pollution", if continuous construction operations are necessary due to special needs, a certificate shall be obtained from the competent department of housing and urban-rural construction, ecology and environment of the local people, or the department designated by the local people, that is, the "night construction certificate". Originally, nearly 10 types of materials needed to be handed over for night construction certification, involving five competent departments such as housing and construction, ecology and environment, and comprehensive law enforcement, which were difficult to fundamentally solve by a single force at the grassroots level and traditional means.

Yinzhou also taps into the potential of digital empowerment to achieve value-added services. For example, through the "data mart" of the "Enterprise and Government Communication" platform, the night construction data is integrated to realize automatic capture and automatic filling in by the system, and the re-application certificate only needs to be filled in the night construction period on the form, reducing the filling time and improving the review efficiency.
