Wang Shifu, Deputy Dean of the School of Architecture of South China University of Technology and Vice Chairman of the Territorial and Spatial Planning Research Committee of the Chinese Society of Natural Resources
Wang Shifu, deputy dean of the School of Architecture of South China University of Technology and vice chairman of the Territorial and Spatial Planning Research Committee of the Chinese Society of Natural Resources, gave a speech on the topic of "Spatial Governance and Discipline Transformation and Development", from the two aspects of spatial governance and discipline thinking.
The first is the re-understanding of spatial governance, through the elaboration of the objectives and connotations of spatial governance, he explained the reasons why spatial governance has received a lot of attention in academic research under the turn of territorial spatial planning.
The second is the re-understanding of the discipline of planning, and summarizes that the spatial ability based on planning and design and the theoretical system based on urban research are the two main contents of discipline construction, as well as the core connotation of the discipline attribute composed of spatial quality attributes, public policy attributes and social practice attributes, and it is believed that the emphasis of territorial spatial planning on ecological civilization in the planning system, governance ability in planning methods, and all elements in planning content has improved the requirements of urban and rural planning for the cross-integration and development of interdisciplinary fields.
Finally, he proposed that the current discipline of urban and rural planning needs to continuously strengthen the "internal excellence" of knowledge system and ability improvement, and continuously promote the "external integration" of values and methods to meet the new requirements of territorial spatial planning.

At the end of the six invited reports, Shen Chi, deputy director of the Center for Urban and Small Town Reform and Development of the National Development and Reform Commission, and Zhang Xiaoling, deputy director of the Research Center for Land and Spatial Planning of the Ministry of Natural Resources, commented respectively.
Shen Chi, deputy director of the Center for Urban and Small Town Reform and Development of the National Development and Reform Commission, was invited to comment.
Deputy Director Shen Chi commented on the important issues involved in the development of urban and rural planning, the implementation points of territorial spatial planning, and the talent training of planning disciplines.
Deputy Director Shen Chi pointed out that the importance of people-oriented and ecological priority is an important issue in the field of planning, and the answer to this question needs to comprehensively consider the economic and social development stage and development capacity.
In addition, urban and rural planning presents different work characteristics due to the difference in development stages, and territorial spatial planning needs to respond to the urgent problems of the current development stage and effectively solve the pain points of development. Finally, the current talent training method and content of the planning discipline are relatively single and modeled, and it is necessary to promote the diversified development of talent cultivation.
Zhang Xiaoling, deputy director of the Land and Spatial Planning Research Center of the Ministry of Natural Resources, was invited to comment.
Deputy Director Zhang Xiaoling believes that it is an important question to answer the question of how to connect the preparation of territorial spatial planning with other business systems in the implementation process.
As an important perspective in territorial spatial planning, regional overall planning should be implemented and applied to all objects of territorial spatial planning. Spatio-temporal behavior planning provides new ideas for solving urban spatial contradictions from the perspective of time management. In the context of the reform of the planning system and the reform of disciplines, it is necessary to reflect and correct the connotation of disciplines and talent training in a timely manner.
She believes that the redevelopment of inefficient land is an important part of urban land policy, and that in the future, it is necessary to break the boundary between urban and rural areas from the perspective of land and space integration, and coordinate with the comprehensive land consolidation of the whole region, and expects that Quanzhou's experience can provide ideas for the consolidation of land resources in the southeast hilly area characterized by the fragmentation of spatial pattern.
How to adapt to innovative planning technology in the era of digital governance is a common issue faced by every planning practitioner. We should strengthen the orientation of planning implementation, attach importance to digital planning and research methods, and build a digital ecology in accordance with the concept of "full life cycle" and the "one map" of territorial spatial planning, so that territorial spatial planning can be "effective and easy to use".
