Build consensus on the rule of law and protect the future of children
In order to fully implement the idea of the rule of law, improve the level of ability to handle cases of crimes against minors in accordance with the law, and promote the unification of judicial case-handling standards by public, procuratorial and judicial organs, recently, the Ninth Procuratorate of the Supreme People's Procuratorate took the lead, and jointly held a special training course on "Punishing Crimes against Minors" in the Yunnan Branch of the National Prosecutors College.
This training is based on the implementation of the idea of the rule of law, focusing on the integration of political training and professional training, fully demonstrating the judicial concept of maximizing the interests of minors, adhering to the problem orientation in the curriculum setting, highlighting common needs, facing the hot spots, difficulties and blockages in judicial practice, and emphasizing the integration of practice and theory. In order to enhance the pertinence and effectiveness of the training, the course is set up around the "Interpretation of the Supreme People's Court and the Supreme People's Procuratorate on Several Issues Concerning the Application of Law in Handling ** and Juvenile Criminal Cases" and the "Opinions of the Supreme People's Court, the Supreme People's Procuratorate, the Ministry of Public Security, and the Ministry of Justice on Handling Criminal Cases of Crimes against Juveniles" and other judicial documents issued in May this year. Public security criminal investigation experts and senior lawyers with rich experience in handling cases, as well as experts in law and psychology who specialize in the study of the protection of minors, give lectures from multiple perspectives, fields and all-round aspects such as substance and procedure, practice and theory, crime fighting and rescue and protection of victims, and conduct in-depth lectures on issues of common concern in case handling, such as the application of law, evidence review, inquiry and evidence collection, and mental damage. The training course highlighted participation and interactivity, arranged two group discussions and Q&A courses, and organized students to visit the local "one-stop" case handling area in Kunming.
The four-day training course was attended by nearly 200 participants, mainly from the grassroots frontline of courts, procuratorates and public security organs across the country. The training activities have played a strong role in helping judicial personnel update their concepts, unify the collection of evidence, review and judgment, and grasp the scale of laws and policies, and further increase the punishment of crimes against minors and strengthen the judicial protection of minors.
