From the strategic signing to the start of construction, it only took more than 3 months, more than 1 month less than Tesla - the speed of the first investment in China by the American biopharmaceutical company Moderna this year has become the epitome of Shanghai, an economic center city, continuously optimizing the business environment and stimulating the vitality of reform and opening up.
With the mRNA (messenger ribonucleic acid) vaccine and the mRNA technology platform behind it, Moderna has grown rapidly in recent years and has become one of the three giants of international mRNA technology. In April this year, Moderna's senior management team visited China, signed a strategic cooperation agreement with the Shanghai Municipal Commission of Economy and Information Technology and Minhang District in July, and completed the land delisting and signed the land transfer contract in October. At present, Moderna's first pharmaceutical factory project in China has entered the pile foundation construction stage. The project covers an area of 270 acres, with a total investment of about 3.6 billion yuan, and is the benchmark foreign-funded project with the largest investment in the field of biomedicine in China so far.

From "Tesla speed" to "Moderna speed", behind it is Shanghai's continuous optimization of the business environment and a strong sense of promoting high-level reform and opening up.
Focusing on the implementation of the Moderna project, Minhang District has established a "zero time difference" special class working mechanism, and the staff is on duty 24 hours a day. In the past two months, through email exchanges, the working team replied to and answered 45 needs of the US side, and the closed-loop processing was completed within 30 minutes at the earliest.
Sometimes I receive a message at 11 or 2 o'clock in the evening, and I will send the message to my colleagues and leaders as soon as possible, and they will basically reply in seconds. The next day at work early in the morning can put things down. Wu Weijie, a 27-year-old investment promotion specialist of Xinzhuang Industrial Zone, has studied abroad and is familiar with professional knowledge in the field of biomedicine, so he plays a good role as a bridge of communication.
Tong Lingling, deputy general manager of the economic and technological development of Xinzhuang Industrial Zone, showed us the special work group at the three levels of the city, district and industrial zone, "At all stages of the project, we are all linked, and all departments take a step forward to help enterprises speed up the approval process." ”
Inverting the schedule is one of the hallmarks of this project. We saw in a project work schedule that from the establishment of the project company to the online announcement and delisting, a total of 26 stages such as soil testing, pipeline relocation, and site leveling have gone through. The timetable is marked with yellow and blue modules for the projects that different subjects are responsible for, and the more urgent matters are noted in red.
We have also innovated a multi-departmental 'consultation' system. Pan Ying, director of the Planning and Land Management Institute of Xinzhuang Industrial Zone, told reporters that before the formal approval of the project plan, the special class convened 14 committees and bureaus in advance to hold two "joint pre-review meetings".
For example, in the design drawing, the opening direction of the park gate needs to be submitted to the Transportation Commission for approval. At the beginning of the scheme design, the communication was initiated, such as how much safety distance is needed between the gate and the bus station, etc., and the relevant departments gave professional guidance, and the design unit adjusted according to the requirements, eliminating the time to submit non-compliant and then return for modification.
After two pre-approvals, the project plan was uploaded to the system, and within 3 working days, all departments received a reply. In this way, it only took 3 weeks from the proposal consultation to the completion of approval, which provided a strong guarantee for shortening the overall implementation time of the project.
Creating a first-class business environment that is market-oriented, law-based and international is Shanghai's consistent goal. The experience and achievements obtained in the implementation of major projects have gradually become normalized services after replication and promotion, which is an important way for Shanghai to optimize the business environment. For example, in the process of Tesla's landing in the Shanghai Lingang New Area, the "tolerant and post-filling" system launched by relevant departments has been replicated in Shanghai and many places across the country.
At the recent plenary session of the Shanghai Municipal Party Committee, the optimization of the business environment represented by "Moderna Speed" has attracted widespread attention. Many participants proposed to improve administrative approval, strengthen services for enterprises, and promote more projects to run at the "Moderna speed", so as to better help China's economy "seek progress while maintaining stability and promote stability through progress".
A good business environment is also an important part of the city's core competitiveness. Gong Zheng, mayor of Shanghai, said that under the complex external environment, Shanghai is still one of the preferred places for foreign investment, and it is also one of the first choices for a new round of relayout of the industrial chain of global multinational companies. Statistics show that from January to October this year, the actual use of foreign capital in Shanghai was 207700 million US dollars, still maintaining positive growth year-on-year.
