The National Energy Administration mentioned at the National Energy Work Conference on the 21st that coal will continue to play a role in guaranteeing power security, and power security will be strengthened, while a variety of measures will be taken to increase oil and gas supply to steadily enhance the ability of energy security and stability.
In terms of coal, it is planned to accelerate the approval and construction of advanced coal mine projects and release advanced coal production capacity in an orderly manner. In addition, the total amount of medium and long-term contracts signed for thermal coal in the country is nearly 2.5 billion tons, and the coal storage of the national unified power plants remains at a historical high, and the number of available days is about 26 days.
In terms of oil and gas, we will vigorously promote the increase of oil and gas reserves and production, with a new production capacity of 22.5 million tons and a natural gas production capacity of 42 billion cubic meters, and the annual output will be stable at more than 200 million tons, and the natural gas output will exceed 230 billion cubic meters, a year-on-year increase of more than 45%。
In terms of renewable energy, it has become a new force to ensure the best power generation, accounting for more than 50% of the country's power generation and about one-third of the electricity consumption of the whole society.
At the same time, the pace of green and low-carbon energy transformation is also accelerating. The construction of wind power and photovoltaic bases is progressing smoothly, and the national wind and solar power generation has exceeded 1 billion kilowatts, and its main position in the new installed power capacity has been further consolidated. These measures mean that the power generation of wind power and photovoltaic power has exceeded the domestic electricity consumption of urban and rural residents in the same period, accounting for more than 15% of the total electricity consumption of the whole society.
For the key tasks in 2024, Zhang Jianhua said that the construction of supporting regulatory power sources will be accelerated, the layout of coal power will be scientifically and reasonably optimized, and the necessary power supply will be arranged in areas with tight power warning in the next three years. At the same time, it will promote the "three reforms" of coal-fired power units, study and explore the technology of hydrogen and ammonia blending with thermal power, and promote the construction of a number of "low-carbon power plants".
In terms of new energy, we will accelerate the construction of the second and third batches of large-scale wind power and photovoltaic bases, actively and steadily promote the development and construction of offshore wind power, start the national survey of wind power and photovoltaic power generation resources, and steadily promote the development of renewable energy hydrogen production projects.
These measures show that China is taking solid steps in energy security and green and low-carbon transformation, laying a more solid foundation for future energy development.
